| Brief Description of Assignment |

The Government of Bangladesh (GoB) has received financing from the World Bank toward the cost of the project “Technical Assistance for Renewable Energy Resource Assessment and Piloting (TARERAP)” under the International Development Association (IDA) and Strategic Climate Fund (SCF) financed Scaling-up Renewable Energy Project, and intends to apply part of the proceeds for consulting services. The project is being implemented under Sustainable and Renewable Energy Development Authority (SREDA). The support encompasses feasibility assessment and pilots of renewable energy technologies. The program will assist in ensuring access to affordable and reliable electricity for all citizens by 2021 – the vision of the government of Bangladesh.
Development of organic material can be a source of renewable energy with better biotechnology through genetic improvement, environmental manipulation, purification, packing, compressing. Slaughterhouse based biogas can be one of the solutions to meet the energy need in rural areas of developing countries like Bangladesh.
To assist in this effort, SREDA, nodal agency to facilitate and promote renewable energy in Bangladesh, intends to conduct a “Detailed Feasibility Studies and Pilot Run of Slaughterhouse Waste Based BIOGAS Plant in Bangladesh”. In Bangladesh there is no organized strategy for disposal of solid as well as liquid wastes generated in slaughterhouses. The solid slaughterhouse waste is collected and dumped in landfills or open areas while the liquid waste is sent to municipal sewerage system or water bodies, thus endangering public health as well as terrestrial and aquatic life. Wastewater from slaughterhouses is known to cause an increase in the BOD, COD, total solids, pH, temperature and turbidity deoxygenating water bodies. The assignment is expected to produce a report from the entire assessment comprising of total potential of biogas production/waste handling for all existing slaughterhouse run by city corporations/municipalities, best technology-model for various size and type of slaughterhouse, technical, operational and management challenges to run such plants, amount of investment needed, recommendations for scaling up and collaboration among municipalities and other entities for successful operation. Based on the analyzed data and information, the study will evaluate the possible location of the pilot plant as well. With this objective, SREDA intends to appoint a consulting firm to do the feasibility study and construct a pilot slaughterhouse based biogas plant at a potential location for assessing slaughterhouse based biogas energy production.
The duration of the assignment is 18 (eighteen) months expected to be started in July 2022 and completed in December 2023 ensuring full consistency with the Terms of Reference (TOR) attached.

The shortlisting criteria are:
• The consulting firm/ NGO (national)/ INGO (set up and operates in Bangladesh) must have minimum age of five (5) years. In case of joint venture, lead consulting firm/ NGO (national)/ INGO must have minimum age of five (5) years;
• The consultant must have experience of performing at least two (2) similar assignments in similar conditions;
• The firm must have adequate experts including Team Leader, Design and Construction Specialist, Environment and Social Expert, Financial/Economic Analyst, Legal and Policy Expert, GIS Expert, Coordinator;
• The experts must have knowledge about the Bangladesh Law and World Bank Regulations along with familiarity with international good practice related to such type of study;
• The consulting firm should have acceptable organizational profile having adequate manpower, financial capability and other office equipment and logistics to perform the assignment.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Qualification and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
