Mr. Abul Mansur Md. Faizullah, ndc, has been appointed as Secretary in the Implementation Monitoring and Evaluation Division (IME Division) of Ministry of Planning, which he assumed on 29 November 2018. A career Civil Servant and a member of 1984 batch of the BCS Administration Cadre, the Secretary-in-Charge of the IME Division, Mr. Faizullah worked as Chairman of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) prior to joining in the present position.
During his long career of over 32 years in Bangladesh Civil Service, Mr. Faizullah served in the field administration, diplomatic mission and different Ministries/ Divisions in different capacities. During his time in field administration, he held diverse positions, including Deputy Commissioner, Additional Deputy Commissioner, Additional Deputy Magistrate, Metropolitan Magistrate and Upazilla Nirbahi Officer (UNO) in various duty stations. Mr. Faizullah was also positioned in the Civil Aviation Authority of Bangladesh as the Director (Administration and Finance). As Additional Secretary and Joint Secretary, he served in the Economic Relations Division (ERD) for about seven years. During his tenures in the ERD, he negotiated and signed more than seventy grant and financing agreements, country strategy and country programme papers. In this capacity, he also led the Bangladesh delegation in different Economic Forum of the development partner countries.
Few of Mr. Faizullah’s milestones include his involvement in the negotiation of financing agreement of first nuclear power plant of Bangladesh with the Government of Russian Federation, from its initial stages to finalization. Following which, he was made Director of the Board of Directors of the nuclear power plant. Since 2017, Mr. Faizullah played a vital role in the energy sector as he was appointed as the Chairman of Board of Directors of four different companies and as a Member of Board of Directors of four other companies. Additionally, he worked as Alternative Director, on behalf of Bangladesh Government, in the Asian Infrastructure Investment Bank (AIIB). Mr. Faizullah’s diplomatic mission was stationed at the Bangladesh Embassy in Japan where he served as the Commercial Counselor for five consecutive years.
Mr. Faizullah’s academic background consists of B.Sc. (Hons) and M.Sc. in Soil Science from the Dhaka University and MA in Security Studies from Bangladesh University of Professionals (BUP). He completed the National Defence Course (NDC) from Bangladesh National Defence College. Additionally, he also pursued higher studies in Japan and Netherlands. Throughout his career, he attended many training courses and workshops as well as presented papers as keynote speaker, panelist, discussant at home and abroad. Given his background, he wrote for several leading national and international journals, and continues to contribute in the news dailies, weeklies and monthlies.
Mr. Faizullah was born in a respectable Muslim Family in Chattogram district. In his personal life, he is married to Mrs. Lubna Yasmin and blessed with a son and a daughter.
As part of training programs and Government duties, he visited over 35 countries of the world primarily, Australia, Belgium, Bhutan, China, France, Hong Kong, India, Japan, Malaysia, Nepal, Russian Federation, Rwanda,Singapore,Netherlands, Luxemberg, Sri Lanka, Thailand,UAE, UK, USA etc.
