INFORMATION FOR APPLICANT

| Brief Description of Assignment |

EDGE Project invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services along with complete CV and other details as required. The consultant will be selected in accordance with the procedures set out in World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised November 2017, August 2018 and November 2020).
Interested applicants may obtain the Terms of Reference (TOR) from the office of the EDGE Project during office hours or download from the website www.bcc.gov.bd.
Expressions of Interest (EOI) shall be submitted 02 (two) hard copies in a sealed envelope and soft copy (CD/DVD) by May 8, 2022, 2.00 pm and be clearly marked as “Application for the post ……”. The authority has the right to accept or reject any or all the applications.
Only selected candidates will be requested for interview or hands on experience test.

? At least 8 years of general experience out of which four (4) years of experience as Procurement Consultant in public organization or have had responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for IT system, Goods and Services;
? 3 (three) years of working experience in Information Technology (IT) Procurement;
? Specialized knowledge of procurement of goods; selection/ contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management;
? Basic knowledge and understanding of e-Government Procurement (e-GP);
? Knowledge and experience in technical, commercial and legal aspects of procurement of the World Bank- financed project will be an added advantage.
? Serving Government civil servants who are currently under the Government’s regular employment (excluding contract employees) will not be considered for procurement consultant positions to avoid the otherwise resulting additional financial and administrative burden on the Government.
? Individuals who are currently working as procurement consultants under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.
? Minimum 3 years of working experience in private or public sector as procurement personnel. Working experience in public sector will be added advantage;
? Work experience in donor/IDA funded/ Development projects in procurement activities will get preference;
? Must have sound understanding of national procurement law and development partner’s procurement guidelines/regulations;
? Serving Government civil servants who are currently under the Government’s regular employment (excluding contract employees) will not be considered for procurement consultant positions to avoid the otherwise resulting additional financial and administrative burden on the Government.
? Individuals who are currently working as procurement consultants under contract on another World Bank-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project.
