Qualification Criteria (ITB 32.1)
The Purchaser shall assess each Bid against the following Qualification Criteria. Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications.
(a) Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member;
(b) Average Annual Turnover: The Bidder shall have achieved minimum average annual turnover based on the figures for the best three years during the last five years in respect of Supply, Installation and commissioning of goods of USD 2.00 million or equivalent.
(c) Liquid Asset: The Bidder shall demonstrate by submitting documentary evidence along with its bid that it has liquid assets equivalent to minimum USD 2.00 million
Bidder as a Joint Venture
In case of joint venture, all parties combined must meet the financial requirement stipulated in (b) and (c) above. While, lead partner of the joint venture must meet at least 40% of the financial requirements and each partner of the joint venture must meet at least 25% of the financial requirements as mentioned above. However, the summation of the financial requirement shall be 100%.
(d) Specific Experience: The Bidder shall demonstrate that it has successfully completed at least three contracts within the last five years prior to bid submission deadline, each with a value of at least USD1.5 million that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.
(e) Documentary Evidence: The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
(i) The bidder shall have at least 5 (five) years of experience on developing simulator system and supplied, installed, commissioned, and maintained such systems in any maritime organization around the world;
(ii) The bidder shall have experience of supply of at least 15 simulators all over the world;
(f) Manufacturing experience and Technical Capacity: For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that:
(i) it has manufactured goods of similar nature and complexity for at least five years, prior to the bid submission deadline; and
(ii) its annual production capacity of goods of similar nature and complexity for each of the last five years prior to the bid submission deadline, is at least ten times the quantities specified under the contract.
(g) [If cyber security risk has been assessed to present potential or actual cyber security risks, include key relevant specific experience requirement to demonstrate cyber security experience, practice and track record, including relevant Cyber security accreditation such as ISO 27000 (ISO 27001) or equivalent.]- Not Applicable
(h) Manufacturer’s authorization: A Bidder who does not manufacture an item/s where a manufacturer authorization is required in accordance with BDS ITB 17.2 (a), the Bidder shall provide evidence of being duly authorized by a manufacturer (Manufacturer’s Authorization Form, Section IV, Bidding Forms), meeting the criteria in (f) (i) and (ii) above, to supply the Goods;
Authorization Certificate. Bidders must provide following original certificate(s)/document(s) as applicable with the bid and during delivery of items as regard to the genuinely of source of item(s) in order to establish chain of links from the original source to supply of items:
(i) One certificate by the Original Equipment Manufacturer (OEM) in favour of the bidder/supplier (in case of OEM as principal).
or
(ii) Two certificates, one by the OEM to authorized agent and other by the authorized agent to bidder/supplier (in case of authorized agent as principal).
or
(iii) Three certificates, first one by OEM to authorized agent, second one by authorized agent to sub-agent and third one by sub-agent to bidder/supplier (in case of sub-agent as principal). If the bidder/supplier is unable to obtain the first certificate (by OEM to authorized agent), then it has to produce relevant document to prove agency-ship of its claimed agent of the recognized manufacturer.
(i) A bidder who does who does not manufacture an item/s where a manufacturer authorization is not required in accordance with BDS ITB 17.2 (a), the bidder shall submit documentation on, its status as a supplier, to the satisfaction of the Purchaser (e.g. authorized dealer/ distributor of the items).
At the time of Contract Award, the Bidder (including each subcontractor proposed by the Bidder) shall not be subject to disqualification by the Bank for non-compliance with SEA/ SH obligations.
The Bidder and Manufacturer shall submit with its Bid list of all Purchase Orders for Simulator substantially similar to the type specified in the "Schedule of Requirements" secured during the last five years, and the present status of supply & installation against each order, using the format for Performance Statement given in Section IV – Bidding Forms.
