Title : Orientation for field officers on citizen engagement in public procurement
Description : A two-day orientation for field officers, who are going to start citizen monitoring of selected contract implementation on behalf of CPTU and BIGD with the team of BRAC Community Empowerment Programme (CEP), was held on 24 February and 25 February 2019 at Hotel Lake Shore in Dhaka.

The BRAC Institute of Governance and Development organized the orientation. BIGD has been working as the Citizen Engagement Consultant under Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP). The CPTU has been implementing the project with support from the World Bank.

As per endorsement of the Public-Private Stakeholders Committee (PPSC) on public procurement, citizen engagement is going to be expanded in 48 upazilla (sub-district). In March 2019 it will be implemented first in 16 upazilla. The BIGD is responsible for the assignment under a contract with CPTU. It has engaged BRAC CEP in the citizen engagement activities at the grassroots level. The BIGD has fielded eight managers and BRAC CEP eight managers for the monitoring of selected contracts of LGED, BWDB and City Corporations/Municipalities in 48 Upazillas of 16 districts under eight Divisions in the country.

Enhancing transparency and accountability in public procurement through such independent monitoring by citizen groups is the objective of the effort.

In two days of orientation the 16 Field Managers were given orientation on relevant topics and areas to execute the assignment up to 2022.

Director (Training and Coordination) of CPTU Shish Haider Chowdhury was present as the Chief Guest at the orientation. Dr. Mirza Hassan of BIGD made a presentation on introduction to the citizen engagement in public procurement. Md. Kamruzzaman, Senior Procurement Specialist of World Bank, Md. Shafiul Alam, Senior Communications Consultant of CPTU, Rita Roselin Costa, Programme Coordinator, BRAC CEP, also spoke on the occasion.        

There were various other sessions conducted by BIGD, LGED and other experts for the purpose.
