Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
The Roads and Highways Department (RHD) now invites sealed Bids from eligible Bidders for the works listed below. Bidders are allowed to bid for one or more lot and separately quote the prices for the different lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, after considering all possible combinations of lots. The contract(s) will be awarded to the Bidder or Bidders offering the substantially responsive bids with lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.
a) LOT-1: Construction and Improvement of road corridor from Jhenaidah Bus Stand to Kaliganj Bazar (Ch. 00+000 to Ch. 15+900) (Length-15.90 km), including (a) Construction Works: 15.9 km road pavement, 22 nos culverts, 2 nos bridge, 3 nos Vehicular Overpasses, 2 nos Pedestrian Overpasses, 1 no Foot Over Bridge, Slope and Embankment Protection and Misc. Works (Sign Signal, Guard rail, ITS and OFC, Road Marking etc.) and (b) Performance Based Maintenance Works (15.9 km): 6 (six) years performance-based maintenance works which consist of Routine Maintenance Works, Preventive Maintenance works and Emergency Maintenance works.
b) LOT-2: Construction and Improvement of road corridor from Kaliganj Bazar to Muradgor Bazar (Ch. 15+900 to Ch. 31+700) (Length-15.80 km), including (a) Construction Works: 15.80 km Road pavement, 19 nos Culverts, 1 no Bridge, 2 nos Vehicular Overpasses, 4 nos Pedestrian Overpasses ,Slope and Embankment Protection and Misc. Works (Sign Signal, Guard rail, ITS and OFC, Road Marking etc.) and (b) Performance Based Maintenance works (15.80 km) : 6 (six) years performance-based maintenance works which consist of Routine Maintenance Works, Preventive Maintenance works and Emergency Maintenance works.
c) LOT-3: Construction and Improvement of road corridor from Muradgor Bazar to Jashore Chachra Mor (Ch. 31+700 to Ch. 47+480) (Length-15.78 km), including (a) Construction Works: 15.78 km Road pavement, 14 Nos Culverts, 1 No Bridge, 1 No (2070m) Rail Way Over Pass, 1 no (332m) Elevated Structure, 1 no Vehicular Overpass, 1 no Pedestrian Overpass, 1 no Foot Over Bridge Slope and Embankment Protection and Misc. Works (Sign Signal, Guard rail, ITS and OFC, Road Marking etc.) and (b) Performance Based Maintenance works (15.78 km) : 6 (six) years performance-based maintenance works which consist of Routine Maintenance Works, Preventive Maintenance works and Emergency Maintenance works.
Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” [dated July 2016, revised November 2020] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

The complete set of bidding documents in English may be purchased by interested eligible bidders through either one of the two options below:
Option-1: On submission of a written application through email, which should be sent from the bidder’s official email address to the Employer’s email address shown below, together with an attached copy of documentary evidence demonstrating direct deposit/electronic wire-transfer payment to the Employer’s bank account specified below of a nonrefundable fee as follows: For delivery of the bidding documents within Bangladesh: Bangladesh Taka 20,000 Or US Dollars 200. For delivery outside Bangladesh: Bangladesh Taka 30,000 Or US Dollars 300.
Within 3 working days of receipt of the required fee in the Employers bank account, the Employer will dispatch the bidding documents through courier service and send a copy of the courier service order receipt through reply email to the bidder's email address, which the bidder may use to track the delivery. The Employer shall not be responsible in case of late or incorrect delivery by the courier service company.

Option-2: On submission of a written application letter on bidders official letter head which should be delivered to the Employer’s address shown below together with the original Bank Draft or Pay Order in favor of “ Project Manager-3, WeCARE, Phase-1: Jhenaidah-Jashore Highway(N7) Improvement Project” for payment of the non-refundable fee in the amount of Bangladesh Taka 10,000 or US Dollars 100, and the bidding documents may be collected by the bidder from the Employers address below :

Bids must be delivered to the address below on or before 23 January 2023, 2.00 p.m. Bangladesh Local Time (Local time is GMT+6 Hours). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 23 January 2023 at 2.30 p.m. Local time.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidders beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
The RHD will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
