INFORMATION FOR APPLICANT

Brief Description of Assignment : The assignment is to support the effective implementation of the Enhanced Employment Generation Program for the Poorest (EGPP+) across nine (09) Upazilas in Cox’s Bazar district. The scope of work includes, but is not limited to Identification of Sub-projects: Public Workfare, Community Services; Selection of Beneficiaries and Sub-projects; Coordination and Convergence with other government sectors, NGOs, and international organizations; Safeguards and Gender Action Plan Implementation; Attendance Supervision of beneficiaries; Data Entry and MIS Management; E-payment Logistics Support; Grievance Redress Mechanism (GRM) etc. The services will be implemented within a period of 30 months and may be expected from January 2026 as start date of the assignment.
Experience, Resources and Delivery Capacity Required : The Building Community Resilience & Self-Reliance (BCRSR) Project on behalf of DDM now invites eligible organizations (“Consultants”) to indicate their interest in providing the Services. Interested “Consultants” should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. Local NGOs meeting the necessary compliance requirements are encouraged to apply. The EOI shall include: Profile of the NGO (e.g., representatives, address, and numbers of staff, history, and other information to introduce itself). General experience of the NGO in brief. Applicants must demonstrate their capacity and capability to perform the tasks outlined below: (a) A minimum of 10 (ten) years of similar experience in implementing projects related to community development, preferably in Cox’s Bazar district. b) Specific experience in community development projects ( beneficiary selection Process, their income generating opportunities, daily wages related works with implementation and monitoring activities), including at least one successfully completed service contract (Government approved community development project) funded by the any development partner like WB, ADB etc.(World Bank funded will be given preference) within the last 05 (five) years in Cox’s Bazar district. Supporting documents such as completion certificates (mentioning period and Value) must be provided. c) A detailed list of in-house key professional staff, must be submitted. d) All necessary compliance documents must be provided: Valid NGO Bureau Certificate, Department of Social Services (DSS) Certificate, and other relevant documentation such as Valid Trade License, VAT Registration Certificate, TIN Certificate, and updated Income Tax Return Certificate and Audited financial statements for last 03 (three) years. e) A shortlist of eligible firms will be prepared based on an evaluation of the submitted Expressions of Interest (EOIs). Requests for Proposals (RFPs) will be issued to shortlisted firms.
Other Details (if applicable) : The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) Method (NCB) Time based set out in the World Bank Procurement Regulations.
