| Brief Description of Assignment |
: |
1. The Department of Fisheries, Bangladesh, invites Expressions of Interest (EOI) from eligible international consulting firms to undertake a Feasibility Study and Prepare a Master Plan for Sustainable Tuna Fishing in the EEZ and beyond in the Bay of Bengal and the Indian Ocean;
2. The assignment includes identification and mapping of tuna fishing grounds, market demand analysis, financial and economic feasibility, business model development, stakeholder engagement, and environmental and regulatory assessment.
3. The consulting firm shall arrange and operate at least 02 (two) long-liner tuna fishing vessels to conduct field surveys and sampling. The study will support to establish a sustainable and competitive tuna fishing industry of Bangladesh aligned with international standards and practices.
4. Detailed description of the Assignment will be available in the ToR found in the website of the Department of Fisheries (www.fisheries.gov.bd). Interested consultants may obtain further information from the office of the undersigned from BST 09:00 to 17:00 hours (GMT+06 hours) (except holidays) until a day preceding the EOI submission deadline.

The Pilot Project on Tuna and Similar Pelagic Fishing in Deep Sea (2nd Revised), DoF now invites eligible Consulting firm(s) to indicate their interest for providing the Services. Interested firm(s) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
a) Registration of the consultancy firm;
b) Having 10 (ten) years of general experience of the firm(s) in providing consulting services/marine resource exploration services in the form of industrial fishing trawler operation/marine scientific research activities. For "Joint venture" association, this qualification criterion shall be met by each partner. Experience of sub-consultant will not be considered;
c) Similar Experience: The firm(s) shall have experience in successful completion of at least 2 (two) Fisheries/Marine Fisheries resource related stock-taking reports and 1 (one) Fisheries/Marine Fisheries resource mapping feasibility study/master plan for a government/ semi-government/autonomous body. For "Joint venture" association, this qualification criterion may be considered combined;

The firm(s) shall have experience in successful completion of at least 2 (two) Fisheries/Marine Fisheries resource related stock-taking reports and 1 (one) Fisheries/Marine Fisheries resource mapping feasibility study/master plan for a government/semi-government/autonomous body and at least 6 industrial fishing trawler operation (in the sea) yearly in any private or public sector having fishing permission from competent authority. For "Joint venture" association, this qualification criterion may be considered combined. Years will be counted backward from the date of publication of REOI in the newspaper;
d) Availability of key professional staffs. For a “Joint venture” association, this qualification criterion may be considered combined. Key experts of sub- consultants will not be considered;
e) Average Annual Financial Turnover from consulting services provided in the last 5 (five) years. For "Joint venture" association, this qualification criterion may be considered combined;
f) Legal documents (updated valid trade license, certificate of incorporation, Articles of Association, Memorandum of Association as applicable, Documentary evidence of fulfillment of tax obligation and any other relevant documentary evidence) of the firm(s).

a) The Consulting firm will be selected based on the Quality and Cost Based Selection (QCBS) Method following the PPA 2006 and PPR 2008;
b) The Expression of Interests (EoI) in two sets [One original + One duplicate] and soft copy in DVD/USB shall be submitted in a sealed envelope and to be delivered to the address of the undersigned. The EoI shall clearly be marked "Expression of Interest for Selection of consultancy firm for Feasibility Study and Master Plan for Sustainable Tuna Fishing in the Bay of Bengal and Indian Ocean: Unlocking Bangladesh’s Blue-Economy Potential, Package No.: SD3".
c) For Joint venture, JV agreement/letter of intent to form a JV along with the proposed JV agreement;
d) Experience of providing similar consulting services in last 5 (five) years- indicating details of consultancy contracts completed i.e. name and duration of services/contract, description of services, name of the Client, the value of each contract, the role of Consultant (sole firm, lead firm, JV member);
e) Firm’s brochure including staffing;
f) Audited financial reports for the last 5 (five) years (including turnover from consulting services and other activities, profit & loss, current assets & liabilities, and fixed assets & liabilities);
g) A detailed list of relevant key experts and non-key experts.
