INFORMATION FOR APPLICANT

Brief Description of Assignment : The broad scope of consulting services(“the services) includes, but not limited to the following in the project: i. The Consultant will take a systemic approach to stakeholder engagement by finalizing and implementing the Stakeholder Engagement Plan (SEP) for the project. The Specialist will finalize and implement a SEP proportional to the scale and complexity of the project and its associated risks and impacts in close coordination with PIU members following a four-step approach: ii. Review all present and past Environmental and social materials mainly SEP generated by the borrower in developing the strategy (determine areas for integration with other existing strategies) iii. determine the extent to which existing SEP can be utilized and incorporated in the updating of SEP as part of the detailed design. iv. Coordinate and manage the preparation, publication and dissemination of information of the project in coordination and collaboration with RHD. This shall include helping to determine the best medium and communication tools to be used to achieve dissemination goals and target audiences. v. Produce public relations materials; edit all complex communication meant for public consumption, as well as facilitate and assist with the planning, publicizing, and carrying out special complex events. This should also be inclusive of, but not be restricted to, press kits, factsheets, brochures and graphics. vi. Conduct regular consultation with the relevant stakeholders including project affected people, ethnic communities, NGO, local government, contractors etc. vii. Participate in relevant trainings and workshops; organize and facilitate trainings and workshops as necessary. viii. Provide inputs with the progress/monitoring reports as required by the ESCP ix. Regularly coordinate with the PIUs, firms and World Bank x. Assist in tracking and effectively communicating the results and impact on projects interventions via web-based tools or any other means for effective reporting and demonstration of project’s value impact. xi. Report and provide feedback to the PIU on project strategies, activities, progress and challenges. xii. Prepare quarterly reports including narrative, status, financial on progress for management, Project Implementation Unit and other relevant bodies, in accordance with approved reporting formats for the project. xiii. Assist with development of instruments that may be used for beneficiary feedback and citizen engagement xiv. Work with the PIU and World bank to define the citizen engagement/GRM tools they are using and prepare a strategy with outreach and consultations to project beneficiaries under the project to confirm their use of the citizen engagement/GRM tools xv. Any other tasks assigned by the PD.
Experience, Resources and Delivery Capacity Required : The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are: • Masters’ degree in Social Sciences, Development Studies, or a similar discipline. • At least 5 years of experience in the field of social development, including extensive experience in stakeholder consultation, communication, mobilization, engagement, policy and advocacy work etc. • Experience in conducting focus group discussions and participatory approaches of engagement such as PRA and in working with groups with low literacy levels. • Sound knowledge of E&S requirements of international banks; knowledge of World Bank • procedures will be a plus • Ability to work independently and undertake the field assignments. • Proven ability to work in a collaborative, team environment. • Written and oral fluency in English required. • Demonstrated computer user skills (e.g., desktop application MS Office such as Word, Excel, and Power Point) is must.
Other Details (if applicable) : The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
