INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1. The Government of the People's Republic of Bangladesh has received financing from the World Bank for Bangladesh Road Safety Project (BRSP). Project Implementation Unit (PIU) intends to apply part of the proceeds for the Consulting Services to assist PIU, Roads and Highways Department and Bangladesh Road Transport Authority (BRTA) for implementing the project.
2. BRTA intends to develop different manuals as mentioned in the ToR. The TOR can be found at the following website: www.rhd.portal.gov.bd or can be obtained through email to dpd.brsp@gmail.com.
3. Expected date for commencement of the services is July 2025 and the tentative duration of the entire assignment is about 12 (Twelve) months.

| Experience, Resources and Delivery Capacity Required |

1. The EoI shortlisting criteria are:
a) Core business and years in business: Applicants are requested to submit company brochure, registration details, tax identification, etc., or other relevant documents legally required in the country for proof of business registration. Preferably, the single applicant or all Joint Venture (JV) members are at least five years old.
b) Similar experience: At least three experiences in similar nature services that is development of manuals for road transport; the minimum contract value of each contract of the services is BDT 4,00,00,000 (USD 0.4 million). Completion certificates from the client shall be provided.
c) Managerial and organizational capabilities: Whether the firm adheres to the requirements of the International Good Practices or has a Code of Ethics. Whether the firm is a small, specialized firm with limited staff and access to a pool of experts or a large firm with in-house experts. Supporting relevant documents in these regards must be provided.
In the case of a Joint Venture (JV), the above information must be provided for each member of the JV, along with the relevant supporting documents.
2. The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrows, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest.

1. Further information can be obtained at the address of the undersigned given at the letterhead, during office hours. Expression of Interest (EOI) must be delivered in a written form to the address of the undersigned (in person) by 12:00 pm (BST) March 9 , 2025.
2. The Client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI. The procuring entity reserves the right to accept or reject all EoIs and proposals.
