INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Government of the Peoples Republic of Bangladesh has received a credit of USD 25 million Credit and 25 million grant for Socio-economic Development of the Host Community and Forcibly Displaced Myanmar Nationals (FDMN) through Capacity Enhancement Project from the International Development Association (IDA). The Project consists of a USD 25 million credit which will support to Host community through (i) minor refurbishment and renovation of child protection facilities (ii) training and services to beneficiaries of the Rural Social Service livelihood program (iii) provision of Stipends for beneficiaries of the Rural Social Service livelihood program. And USD 25 million grant which will support to FDMN through (i) child protection services and (ii) social care services for elderly & PWDs. DSS intends to utilize part of the Credit for the services of individual consultants and they will work as the position mentioned above. The main objective of the consultancy is to provide quality support for all consultants under the Project in accordance with the World Bank and Government procedures, as applicable. Basic required qualifications are as follows i) Procurement Specialist : Graduate degree in engineering, public administration, business administration or at least a masters degree in business administration/commerce/ finance/ law/Procurement or related discipline, ii) Financial Management Specialist : Professional accounting qualifications (FCA or FCMA), with at least a master's degree in accounting, Business Administration or Finance. Membership by mutual certification or reciprocation (without appearing examination) shall not be considered educational qualification iii) Environmental/ Social Safeguard Specialist: Masters Degree in a relevant field such as sociology, anthropology, or other social sciences; (iv) Management Information System (MIS) Specialist : Masters Degree in ICT / CSE / MBA in MIS or equivalent, (v) Database Management Specialist : Masters Degree in CSE / Computer Science/ ICT or equivalent, (vi) ICT Specialist : Masters Degree in CSE / Computer Science/ ICT or equivalent; (vii) Junior Consultant-F&A : The Junior Financial Management Consultant must have MBA with bachelors degree in accounting / finance / business administration, (viii) Junior Consultant-Admin: At least a Bachelor degree in any discipline, Other Required Qualification and Experience are metioned in the REOI and in the TOR. |

2. ISO-DSS now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. The Applicants are invited to provide information in detail including their qualifications to perform the service (complete CV along with a description of the similar assignment, experience in similar position and conditions, general qualification etc.) in attached CV format.
3. A Consultant will be selected in accordance with the Selection of Individual Consultants (SIC) method set out in the Procurement Regulations. 4. The attention of interested Consultants is drawn in particular to:
(i) Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Banks policy on Conflict of Interest, and (ii) Section III, paragraphs, 3.21-3.24 of the Procurement Regulations setting forth the World Banks policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis of Government officials and civil servants of the Borrowers country under consulting contracts in the Borrowers country.
5. Individuals who are currently working as Financial/Procurement/MIS/Social and Environmental Specialists/IT Consultant/any consultants on another World Bank-financed project may also compete in this selection process, but if they are selected they will be required before signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contracts requirements with respect to early termination of the contract by the consultant, including advance notice period, to avoid disruption in implementation of that project.
6. Expression of Interest shall have to be submitted to the address mention below (in person, by mail or through email: iso.dss.msw@gmail.com) by 17 February, 2025 by 5:00 pm and be clearly marked as "Expressions of Interest for the position of (………….……………………..………)” in the emails subject line or on top of the envelope.
7. The client reserves the right to accept or reject any/all Expressions of Interest (EOI) or cancel the EOI process at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant(s).
