INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Environmental Specialist will work closely with other members of the Project Implementation Unit (PIU) and Subproject Management Offices (SMOs), other executing entities and consultants in executing the responsibilities related to environmental safeguards in project implementation. The scope covers Project’s environmental oversight responsibilities and the responsibilities will include but not limited to the following:
• Prepare guidelines and tools for use in the project based on relevant environmental, policies, acts and directives in accordance with the EMF.
• Organize environmental safeguards related orientation and awareness and training.
• Help commissioning and managing Initial Environmental Examination (IEE)
• Coordinate with different environmental and social studies under this project along with preparation of environmental auditing report.
• Provide necessary inputs in the other studies undertaken under this project.
• Prepare environmental information materials and help the PIU and other executing entities in disseminating the information to the relevant stakeholders.
• Review activity plan, design, cost and bid documents to ensure environmental factors are incorporated and activity documents and environmental documents are in harmony.
• Carry out site supervisions during implementation of activities and provide feedback to the PD.
• Identify requirements of permission for EIA, if required and coordinate with relevant agencies for obtaining permission.
• Communicate with vendors, contractors and subcontractors for necessary environmental compliance.
• Review implementation of the EMP and examine whether it is executed according to the plan and design and in compliance with applicable government guidelines.
• Reconfirm that specific environmental requirement during construction are incorporated into construction bidding documents/contracts as well as are implemented (e.g. EMP, Requirements for local hiring, penalty for not adhering to the EMP clause requirements etc.) during construction work.
• Be Responsible for environmental safeguards for the execution of entire component.
• Evaluate environmental risks associated with weather and climate, floods, landslides, erosion, bank cutting and shifting channel of selected sites.
• Organize local-level interaction programs on environmental screening and environmental awareness as well as organize national level consultations with major stakeholders and academia, if necessary.
• Evaluate the impact of new structures on environment.
• Identify necessary environmental requirement to Site Clearance for monitoring stations.
• Submit report, mainly with findings, recommendation and way forward as per schedule and distribute to all relevant stakeholders. The report shall assess the compliance of EMF, Operation manual and other regulations.
• Perform any other relevant activities/tasks related to Environmental Safeguards and management as assigned by the Project Director.
• Any other relevant task assigned by the project director and will be reportable to the Project Director. |
Experience, Resources and Delivery Capacity Required |
: |
Educational Qualification: Master’s Degree from any recognized university in Civil/ Environmental/ Water Resources Engineering, Environmental Sciences, Environmental Studies or equivalent. Higher degree is preferable.
Work Experience:
• 15 years of working experience of which 10 years should substantially be related to project and activities to environmental monitoring services.
• 3 years of working experience in hydro-meteorology, aquatic and terrestrial ecology, bio-diversity and river ecosystem.
• Work experience with Government/Development Partner funded projects will be an added advantage.
• Being able to work with multiple tasks of different background and be a good team member, strong interpersonal and should have good communication skills, commitment to team work and to work across disciplines. |

Contract Duration: The duration of the service is 480 (Four Hundred Eighty) working days over a period of 32 (Thirty-Two) months intermittently (Average 15 (Fifteen) working days per month) from the date of signing the contract. Possibility of extension of the service is subjected to DPP provision and satisfactory performance.
Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulations) |
