INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
For conducting the digital land survey (mauza) (Coordinate Value database, Construction & Establishment of GCP Pillars, Image Capture, Ortho Mosaic Map, Georeferencing of Previous Mauza Map, Complete Digital Cadastral Mauza map with plot index and super imposed previous map and Database) using modern equipment and technology like Survey Grade Drone/UAV with RTK, GPS/GNSS with RTK and ETS (Electronic Total Station), online database for mauza map with dynamic updating system etc. by the land survey company/firm. |
Experience, Resources and Delivery Capacity Required |

(a) Having minimum 5 (five) years of experience in Mauza related data collection and map creation works i.e. digital cadastral survey/topographic survey/mauza map survey/land acquisition plan/ master plan (physical feature survey with cadastral map). In the case of Joint Venture, at least any one of the firms of the joint venture must meet this criterion. Years will be counted backwards from the date of publication of REOI in the newspapers.
(b) Having minimum 2 (two) years of specific practical experience with completion certificate in survey work by using drone technology for working in digital cadastral survey/topographic survey/mouza map survey/land acquisition plan/master plan (physical feature survey with cadastral map). In the case of Joint Venture, at least any one of the firms of the joint venture must meet this criterion. Years will be counted backwards from the date of publication of REOI in the newspapers.
(c) The firm must have standard/ modern GPS/GNSS with RTK, Electronic Total Station (ETS), Survey Grade Drone /UAV with PPK/RTK and data processing software. In the case of Joint Venture, at least any one of the firms of the joint venture must meet this criterion.
(d) Following valid and updated registrations, licenses and certificates should be enclosed:
i. Trade License, Certificate of Incorporation (if applicable), VAT Registration, TIN Certificate, Income Tax Payment Certificate, Audited Reports (if applicable), list of manpower etc.
ii. The firm must be registered by the Survey of Bangladesh (SOB). In the case of Joint Venture, at least any one of the firms of the joint venture must be registered by the Survey of Bangladesh (SOB).
iii. Drone flight and operation must comply with the Drone Registration and Flight Policy, 2020. Alongside Pilot license/certificate should be provided by CAAB or similar competent authority from home or abroad as per the above-mentioned Policy. In the case of Joint Venture, at least any one of the firms of the joint venture must meet this criterion.
iv. Liquid Assets as Working Capital/unconditional Credit Line facility shall be Tk. 20.00 (Twenty) crore for each package. In the case of Joint Venture, at least any one of the firms of the joint venture must meet this criterion.
v. The average annual turnover shall be minimum Tk. 02 (Two) crore over the last 03 consecutive financial years (i.e 2022-2023, 2021-2022, 2020-2021). In the case of Joint Venture, at least any one of the firms of the joint venture must meet this criterion.
[Note: Firms should submit sufficient relevant documents in support of experience, financial capacity, and other selection criteria. The Key and Non-Key experts will not be evaluated at the shortlisting stage, so detailed CVs are not required]

1. (i) Interested firms may associate with other firms following the PPA-2006 & PPR-2008 to enhance their qualifications and capabilities but should indicate clearly whether the association is in the form of a “Joint Venture” and/or a “Sub-Consultancy”.
(ii) In the case of Joint Venture, all the partners shall be jointly and separately/severally liable for the entire contract, if selected. Although the lead firm in the joint venture will provide the core expertise, each partner of the JV has to be reasonably qualified in terms of shortlisting criteria to take over the responsibilities of any of the partners that may fail to perform or withdraws. However, the qualifications/experience of sub-consultants will not be considered by the Client in the evaluation of Expressions of Interest for Shortlisting purposes.
(iii) In case of Association, the Consultants must explain in the EOI submission the following issues:
a. the rationale for forming the association; and
b. the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association.
2. EoIs will be evaluated and firms will be shortlisted pursuant to PPA-2006 & PPR-2008.
3. Interested firms may participate in multiple packages for shortlisting but should submit EoI for each package separately.
4. Firms must submit 1 (one) original hard copy, 1 (one) duplicate hard copy, and a soft copy on a CD/DVD/Pendrive of the EoIs in a sealed envelope labeled with the respective package no. and package name to the following address.
5. The soft copy of ‘Prescribed EoI Format’, ‘Prescribed Format for credit line commitment’, ‘Detailed ToR’ and more information on this project can be obtained from the website of the Department of Land Records and Surveys (DLR&S) (https://dlrs.gov.bd/), Ministry of Land (https://minland.gov.bd/) or from the Project Office during the office hours on any working day before the EoI submission closing date.
