| Brief Description of Assignment |

Objectives of the assignment are to make a design, develop, and implement a Bancassurance System for Jiban Bima Corporation where the system must have an intuitive and easy-to-navigate interface to facilitate seamless interaction and provide a wide range of insurance products tailored to meet diverse client needs. The system must adhere to the guidelines set by the Insurance Development and Regulatory Authority (IDRA) and the Bangladesh Bank, ensuring that all operations are within legal frameworks while fostering growth in both sectors. Also to effectively perform required maintenance work for Bancassurance System several measures can be implemented to ensure that systems remain operational, secure and efficient. Moreover, this Bancassurance System will be integrated with running JBC’s e-Insurance /Core Insurance System, CBS (Core Banking System), Middleware Developed/API integration, Payment Gateway etc. The Overall objectives of the services shall cover, but not limited to the following:
a. Design & Development of Bancassurance System (required number of modules).
b. Customization and Database Upgradation of existing e-Insurance system (Core Insurance) for Bancassurance.
c. Middleware Developed/ API integration with Banks, Core Insurance, Regulatory Authority, Payment Gateway etc.
d. Support Service and Maintenance for 3 (three) years. |

The firm must meet the following minimum eligibility criteria:
1. Must be a local IT/ITES/software firms who have minimum 10 (ten) years experiences in software business/ICT business as a registered entity with Registrar of Joint Stock Companies and Firms (RJSC) in Bangladesh.
2. The local software firm shall successfully complete and running at least 5 (five) large-scale web-based e-government applications where one of them should be in insurance sector with project completion certificate within last 5 (five) years in public sector. Preference will be given for more projects in public sector.
3. Firm must have at least 1 (one) single Contract worth 5 (five) Crore in last 3 (Three) years in public sector. Preference will be given for having more such type projects.
4. 1 (One) project implementation experience in the field of life (Core) insurance system in the public sector will get preference.
5. Experience to work with Payment Gateway and SMS Gateway Integration will get preference.
6. The firm must have experience in administrating and managing 24/7 software application support & helpdesk operations in the public sector.
7. The firm should have a minimum average annual turnover not less than Taka 10 (ten) Crore for the last 3 (three) years. The Firm should submit audit reports for the previous 3 (three) years.
8. Firm shall submit up to date membership of Bangladesh Association of Software & Information Services (BASIS).
9. The firms shall have adequate numbers of experienced manpower in relevant field.
10. The firm will get preference for CMMI Level 3 certification, ISO 9001 and ISO 27001 Certification.

The Applicant must submit the following documents along with the EOI:
1. Must submit Certificate of Incorporation, up-to-date valid Trade License, TIN certificate, Tax Clearance Certificate and VAT Registration Certificate.
2. Must submit original copy of up-to-date Bank Solvency Certificate (not more than 15 days old from the date of submission of the EOI).
3. Necessary documents proving project related experience (Completion Certificate/Appreciation Letter/Contract Agreement) must be provided.
4. JBC will be the owner of all technical resources related to the software.
5. Interested firm may obtain further information at the address below during office hours. No proposal after the EOI closing time shall be accepted.
6. Firm will be selected in accordance with procedure set in the PPA 2006 and PPR 2008. |
