Brief Description of Assignment |
: |
In view of the country’s vulnerability of crop failure due to natural calamities, a comfortable reserve of public food stock is required to meet emergencies and to stabilize prices. Building of food grain stock is contingent upon the government’s capacity to procure grains either from domestic production or from external sources. The GoB has planned to increase the present storage capacity from 22.82 lakh MT to over 37.00 lakh MT by the year 2025. In this contest, Directorate General of Food (DG Food) under MoFood decided to construct a New Smart CSD with ancillary facilities at Dakshin Surma upazila of Sylhet district. The objective of the assignment is to provide Consultancy services for Feasibility Study and EIA for Construction of a New CSD with Ancillary Facilities at Dakshin Surma Upazila of Sylhet District. The duration of the assignment will be Six (06) months. The main objective of this Consulting service is to conduct: (a) A Feasibility Study with Environmental Impact Assessment (EIA) for the Construction of a New Smart CSD with Ancillary Facilities at Dakshin Surma upazila of Sylhet district; (b) Review of previously completed departmental feasibility for construction of new food Godown; (c) Preparation of Masterplan of the construction of new smart CSD food Godown by acquisition/purchasing of new Land which is well connected with other Upazila/Thana/highway/railway following the detailed feasibility; (d) Preliminary Design, Drawing and Cost Estimation of the new proposed smart CSD food Godown with Preparation of DPP; (e) Provision and access to land acquisition with required Resettlement Action Plan. |
Experience, Resources and Delivery Capacity Required |

The Directorate General of Food now invites eligible Consulting Firms to indicate their interest in providing the services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Minimum eligibility criteria of the consulting firm are as follows (The EOIs would be short listed on the basis of the following heads/criteria): (1.) The Firm should have at least 15 years of overall experience; (2.) The firm must have experience in successfully completing at least one contract for conducting a Detailed Feasibility Study for a government project, with a minimum value of Tk. 2 crore within the last five years; (3.) The firm must have experience in successfully completing at least 2 nos. specific Feasibility Study on Food Godown/LSD/CSD within the last five years; (4.) Experience related to Environmental Impact Assessment (EIA) and Resettlement Action Plan (RAP) preparation; (5.) General and overall experiences of the firm; 6. Technical and managerial capability of the firm with the list of experts with their qualifications and experiences; (7.) Legal Documents like Registration of the consulting firm [Legal trade License, Registrar of Joint Stock Companies and Firms (RJSC)], Firm’s brochure; (8.) Updated TAX, VAT and BIN (with up-to date monthly VAT return Printed copy) certificate; (9.) Bank solvency certificate showing financial capacity; (10.) Audited financial reports for the last three years in/c. turnover (with an annual turnover for the last year should be at least Tk. 3.5 crore); (11.) Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Key Experts will not be evaluated at the shortlisting stage. The applicant must submit documentary evidence conforming the above in order to evaluate. Any application submitted later than the specified time shall not be entertained. RFP will be issued only to short listed firms. |
