INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1) Senior Consultant (Training and Planning): Map out training strategy, schedules and implement training programs. Assess and plan the priority need for the further development of Integrated Budget and Accounting System (iBAS++) and Budget and Accounts Classification System (BACS) and implementation.
2) Senior Functional Consultant (BACS & iBAS++ rollout): Work closely with PEC (BACS and iBAS++). Prepare rollout strategy, implement and coordinate the rollout of iBAS++ and BACS at the lowest organization levels throughout the country.
3) Senior Functional Consultant (Local Government): Work closely with PEC (BACS and iBAS++) to help develop iBAS++ modules for various local government institutions. Prepare rollout strategy, implement and coordinate the rollout of newly developed modules at all tiers of local government institutions.
4) Senior Consultant (Data Analyst): Organize data related to iBAS++, utilize technical expertise to ensure data is accurate and high quality, analyze data and provide data-driven insights for decision-making.
5) IT Consultant (Programmer): Support Front end (dot net) and back end (Oracle) programming of iBAS++/A Challan/EFDMS software of NBR, etc.
6) IT Consultant (Safety Net/ Programmer): Work closely with Team Leader to perform system development and maintenance support of the Safety Net Database.
7) IT Consultant UI/UX Designer: Graphical user interface design and related programming of iBAS++ to improve user experience.
8) IT Consultant (Monitoring & Reporting): Establish and manage SOC, NOC to improve monitoring, analyze data, ensure compliance, develop policies, optimize performance, and collaborate with IT teams and providing reports for informed decision-making.
9) Consultant (Training): Work closely with Senior Consultant (Training & Planning). Map out schedules and implement training programs. Assess and plan the priority need for the further iBAS++ development and implementation.
10) Jr. IT Consultant (Core iBAS++ Implementation and Support): Provide user level support for iBAS++ rollout and implementation.
11) Jr. IT Consultant (SAE, SOE & Other Module Implementation and Support): Provide user level support for SAE & SOE and other modules of iBAS++ rollout and implementation.
12) Jr. IT Consultant (System Administrator): System Administration, Maintenance, Monitor, Backup & Restore on Server, Virtualization & Cloud Platform.
13) Jr. IT Consultant (Revenue Management): Provide user level support for smooth operation, rollout and implementation of A Challan System/EFDMS and other revenue related systems.
14) Jr. Consultant (iBAS++ & BACS Implementation): Provide support for iBAS++ rollout and BACS implementation.
15) Jr. Consultant (Procurement): Work closely with PEC (BACS and iBAS++) and Procurement team to implement Procurement Plan.
16) Jr. Consultant (Executives): Data processing, documentation, publication, file management, process invoices, support training arrangement, transport and catering services. |
| Experience, Resources and Delivery Capacity Required |

1) Senior Consultant (Training and Planning) : Graduation in any discipline.Minimum 15 years’ experience in government service; Experience in developing and implementing training plans and programs. Experience in implementing IT systems.
2) Senior Functional Consultant (BACS & iBAS++ rollout) : Graduation in any discipline, preferably in Finance, Accounting, Economics, Statistics or related field.15 years’ experience in government service with minimum 5 years’ experience in PFM especially budget management. Experience in implementing IT systems.
3) Senior Functional Consultant (Local Government) : Graduation in any discipline, preferably in Public Policy, Development Economics, Public administration, Finance, Accounting, Economics, Statistics or related field. 15 years’ experience in government service with minimum 5 years’ experience in PFM especially budget and revenue management of Local Government institute. Experience in implementing IT systems.
4) Senior Consultant (Data Analyst) : Graduation in any discipline, preferably in Finance, Accounting, Economics, Statistics, Data Science, Computer Science or related field. Masters/PhD in related subject will be given preference10 years’ experience in related field with minimum 3 years’ experience in financial data analysis using statistical tools. Proficiency in data analysis tools and software, such as SQL, Python, R, Stata or similar languages along with knowledge of public financial management systems is preferable.
5) IT Consultant (Programmer) : Graduation in any discipline, preferably in Engineering. Minimum 5 years’ experience in software development. Experience with government financial management system will be given preference.
6) IT Consultant (Safety Net/ Programmer) : Graduation in any discipline, preferably in Engineering. Minimum 5 years’ experience in software development. Experience with government financial management system will be given preference. Experience in working with Oracle database.
7) IT Consultant UI/UX Designer: Graduation in any discipline, preferably in Engineering. Minimum of 5 years of experience in IT, including 2 years of experience in UI/UX design.
8) IT Consultant (Monitoring & Reporting) : Bachelors or master's degree in Computer Science or related field. 5 years of experience in IT field with minimum 2 years’ experience in System monitoring, evaluating, reporting and relevant activities. Proficiency in SQL and other reporting tools (e.g., Crystal Reports etc.). Knowledge of public financial management systems is preferable. Minimum 1 (one) vendor certification in related field.
9) Consultant (Training) : Graduation in any discipline. 10 years’ experience in office management, including minimum 3 years in training management. Hands-on experience on training events. Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
10) Jr. IT Consultant (Core iBAS++ Implementation and Support) : Graduation in any discipline, preferably in Engineering. 3 years’ experience in IT, including minimum 1 year experience in implementing financial management system, software implementation support, preferably in GoB.
11) Jr. IT Consultant (SAE, SOE & Other Module Implementation and Support) : Graduation in any discipline, preferably in Engineering. 3 years’ experience in providing software implementation support, preferably for GoB
12) Jr. IT Consultant (System Administrator) : Graduation in Computer Science/Engineering or Equivalent. Minimum 3 years’ experience in IT with 2 years of experience in working on Server, Virtualization, Cloud, Storage & System. Minimum 1(One) reputed Vendor Certification on Server, Virtualization, and Cloud Storage & System Administration is required.
13) Jr. IT Consultant (Revenue Management) : Graduation in any discipline, preferably in Engineering. 3 years’ experience in IT with minimum 2 years’ experience in implementing financial management system, preferably in GoB.
14) Jr. Consultant (iBAS++ & BACS Implementation) : Graduation in any discipline. 5 years’ experience in financial management systems, including minimum 2 years’ in implementing classification.
15) Jr. Consultant (Procurement) : Graduation in any discipline. 5 years’ Overall experience in office management, including minimum 3 years’ experience in Public Procurement. Training on e-GP and Government procurement.
16) Jr. Consultant (Executives) : Graduation in any discipline. Minimum 5 years’ experience in office management. Hands-on experience on Data processing, file management, support training arrangement, etc. |
