| Brief Description of Assignment |
: |
The consulting services (“the Services”) include “Feasibility Study on Establishment of Dairy Research Institute (DRI)”. The specific objectives of the assignment encompass the following:
• Study the feasibility of establishment of DRI as a national entity for the development and promoting the dairy sector through need-based technical research, mechanization and enterprise farming targeting vision-2041;
• Design and propose an institutional framework for DRI with functional distribution; identify and plan operational governance and mechanisms;
• Explore the potential for creating organizational support to finance, research, technology, innovation, knowledge enhancement through dairy producer/farmer owned institutions to improve productivity, internaitonal linkages, market access and resilience of small-holder farmers and agro-entrepreneurs operating in selected livestock systems and the dairy value chain;
• Develop a framework for DRI to support national policies in the field of livestock for the favorable development of institutions required to support the sector;
• Provision to offer consultancy services on dairy and allied operations in the field of planning and control (including quality control), research, organization and marketing; and
• Prepare a draft act on Dairy Research Institute (DRI). |
| Experience, Resources and Delivery Capacity Required |
: |
(i) Legal documents showing up to date Trade License, TIN and VAT Registration Certificate of the firm as the proof of legal capacity to perform the services.
(ii) The Firm shall have at least eight (8) years of overall experience and specific experience in the field of similar nature of consultancy services as conducting feasibility study of poultry, fisheries, dairy, livestock or any other equivalent field of at least BDT 85.00 Lakh (Eighty-Five Lakh) in maximum two (2) contracts since July 01, 2019. However, Specific experience in public sector will be given preference. Completion Certificates shall have to be submitted as documentary evidence.
(iii) Technical and managerial capability of the firm with the list of experts with their qualifications and experiences. Detail CV of Experts are not required as it will not be evaluated at the shortlisting stage.
(iv) Annual turnover of the firm for last three (3) years. |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
