INFORMATION FOR APPLICANT

Brief Description of Assignment : Aquaculture and Value Chain Expert: He/She will have reporting line to the Project Director and will be responsible to the PD for the following (but not limited) tasks: i) Review of project documents, previous reports and other relevant published documents. ii) Prepare detailed project reports (DPR) related to relevant project activities wherever necessary (Example of Climate Smart Aquaculture demonstrations, Value chain infrastructure development & aquaculture aspects related to sustainable beel management- beel nursery, stocking seed etc). iii) Collection of required field level information using Focus Group Discussion (FGD) and other suitable Participatory Rural Appraisal (PRA) tools related to fisheries production systems, value and supply chains, and markets. iv) Identify, review and analyze the main fisheries production systems, supply/value chains of fish and fishery products in selected areas. v) Analyze the fisheries markets and functioning: structure, organization, pricing, etc. vi) Identify strength and weakness of the aforesaid chains applying appropriate SWOT procedure. vii) Recommend measures to recover or improve the chains. viii) Organize and facilitate a Stakeholders workshop for review of the draft report. ix) Review the activities undertaken based on recommendation and recommend activities for further improvement (If required). x) The Consultants will work under direct control of the Project Director. S/he will report directly to the Project Director and shall be accountable to the Project Director for his day-to-day activities. xi) Accountable to Project Director & Any other task assigned by the Project Director/ project management as and when required. xii) Researches, conducts interviews, and writes copy for articles, press releases, reports, newsletters, success stories, fact sheets, brochures, impact statements, presentations, proposals and other informational or promotional efforts for the Project. Environment and Climate Change Expert: He/She will have reporting line to the Project Director and will be responsible to the PD for the following (but not limited) tasks: i. Responsible to Project Director ii. Assures the provision of safeguard measure in ecological and other related climate change and environmental aspects in the project iii. Develop relevant screening matrix to evaluate environmental safeguard aspects of all project activities. iv. Work closely with World Bank (WB) Task Team to address any environmental issues indicated by the WB environmental safeguard team. v. Develop monitoring plan for environmental management for all relavant actvties in line with WB guidlines vi. Ensure adaptation of Environmental Management Plan/Framework (EMP/EMF) for effective management to closed water biodiversity, waste management, and sustainable livelihood activities in the project. vii. Assess and identify climate resilient technologies (inclusive of the consideration of gender issues). viii. Monitor and plan the project outcomes that will strengthen the adaptive capacities of vulnerable smallholder farmers, especially women, to climate change induced impacts. ix. Ensure adaptation and mitigation to climate change by provision of climate smart Aquaculture practices to the project farmers in an environmentally sustaibale manner. x. Develop a training manual on environmental safeguard in aquaculture, post-harvest handling, marketing and provide training to all project stakeholders on climate change mitigation, adaptation, and resilience. xi. Conduct a climate change risk and vulnerability assessment in the project area to identify climate change impacts on aquaculture, and developing a climate change adaptation strategy to address these impacts. xii. Contributing to knowledge sharing and best practices on climate change for the wider development of community and civil society. xiii. Accountable to Project Director and Any other task assigned by the Project Director/ project management as and when required.
Experience, Resources and Delivery Capacity Required : Aquaculture and Value Chain Expert: (a) Education The Aquaculture and Value Chain Expert will have Minimum Master’s Degree in any discipline of agricultural science or fisheries/agricultural economics or related field. (b) Professional Experiences: Must have minimum 15 years of work experience in Supply chain/Agricultural Extension/Agricultural Research/Faculty member in fisheries science in university level; Must have minimum 5 years work experience in planning, organizing & managing market access, agricultural supply chain or similar activities in any government/autonomous/non-government organization; Must have computer literacy (MS Word, Excel, PowerPoint etc.). Minimum 15 years work experience in managing fisheries /agricultural resources management and extension or other relevant fisheries/ agricultural related positions with demonstrated leadership and managerial skill of leading a team. Prior experience in managing fisheries development projects as Team Leader / Project Director of donor funded project will be preferable. Fluency in English and Bengali language and good communication skill. Environment and Climate Change Expert: (a) Education The Environment and Climate Change Expert will have minimum Master’s Degree in Environment Related Science/ Fisheries/Marine science. (b) Professional Experiences: Minimum 15 years work experience in environmental related activities in government/ autonomous/semi-autonomous/private international organization Must have 05 years proven experience in natural resource management development project; Experience in the relevant field with IDA/development partner funded project will be an advantage. Fluency in English & Computer literacy skills (MS Words, Excel, PowerPoint etc.) are highly desirable.
