INFORMATION FOR APPLICANT

Brief Description of Assignment : 1. ICSETEP is intended to hire eligible individual consultants (national) of Senior Procurement Specialist (SD-1), Procurement Specialist (SD-2), Financial Management Specialist (SD-3), Gender Specialist (SD-4), Higher Education Specialist (SD-5), Environment Specialist (SD-6), Consultancy services for stipend program manual (SD-7) and Industry Relations Expert (SD-9).
Experience, Resources and Delivery Capacity Required : 1 Senior Procurement Specialist (SD-1) • Bachelors degree in engineering/ management/ public administration/ business administration or a related field. And master's in engineering / procurement / supply chain • At least 12 (twelve) years of general experience and 7 (seven) years of specific experience as either a procurement specialist/consultant or in roles where procurement has been a major part of the job • Training on public procurement / e-GP will be preferred • Experience in working on e-GP platform of Government of Bangladesh • Experience in working in government-executed donor-funded projects • Good knowledge of Bangladeshs Public Procurement Rules (PPR) and Public Procurement Acts (PPA) • Good knowledge of the legal, technical and commercial aspects of procurement • Good communication skills in English • Proficiency in standard computer applications, including Word, Excel, PowerPoint, Access etc. • Membership of a renowned international institution in the field of procurement/purchasing and supply chain will be an advantage 2 Procurement Specialist (SD-2) • Bachelors degree in engineering/ management/ public administration/ business administration or a related field. And Masters in engineering / procurement / supply chain. • At least 10 years of general experience and 5 years of specific experience in procurement or in roles where procurement has been a major part of the job • Training on public procurement / e-GP will be preferred. • Experience in working on e-GP platform of Government of Bangladesh. • Experience in working in government-executed donor-funded projects. • Good knowledge of Bangladeshs Public Procurement Rules (PPR) and Public Procurement Acts (PPA) • Good knowledge of the legal, technical and commercial aspects of procurement. • Good Communication skills in English • Proficiency in standard desktop/laptop computer applications, including Word, Excel, PowerPoint, Access etc. 3 Financial Management Specialist (SD-3) • Master degree in finance / accounting or a relevant subject with a certified member of a recognized accountancy professional body • 10 years’ general experience. Preferably at least 8 years of work experience in managing finance/accounts/audit of large establishments involving transaction of accounts at multiple subordinate offices. • Preference will be given to candidates who are professional accountants, such as ACA, ACMA, CFA, ACCA, etc. • Experience in modern financial management systems and procedures and have hands-on experiences in designing/managing ICT assisted financial management systems. • Experience in working with internal audit or affiliated national audit firm. • Experience in working with donor-funded projects will be preferred. • Good knowledge on the Government of Bangladeshs financial management system. • Good communication skills in English. • Knowledge in budgeting and expenditure control. • Proficiency in standard desktop/laptop computer applications, including Word, Excel, PowerPoint, Access etc. 4 Gender Specialist (SD-4) • Master’s or equivalent degree in social science. Post graduate degree/diploma in Gender studies will be given preference • At least 15 years general experience in social development, gender and development, and private sector development, with at least 7 years working experience in gender disparity, equality, policy, monitoring or gender related research • Previous experience as a gender specialist will be considered as an additional advantage • Previous experience in any donor agency assisted projects related to gender specific activities will have special consideration 5 Higher Education Specialist (SD-5) • PhD degree in CSE/IT with masters and bachelor degree in CSE/IT or relevant subject • Research experience and publications in peer-reviewed journals in the relevant field will be an asset • At least 20 years working experience in teaching and research with 7 years experience in graduate / post graduate level CSE / IT education development. 6 Environment Specialist (SD-6) • Preferably a post-graduate degree in environmental engineering, environmental sciences, or equivalent discipline with a minimum of 7 years in environmental management and monitoring and in oversight of project implementation and compliance. • A strong knowledge of the applicable environmental regulations and other construction requirements in Bangladesh as well as the environmental requirements of ADB following the Safeguard Policy Statement (SPS) 2009 will be an advantage. • The candidate should have good communication skills (oral and written), and a good team player with strong organizational and problem-solving skills. 7 Consultancy services for stipend program manual (SD-7) • Post graduate degree in /CSE/IT or relevant field. • At least 15 years working experience in teaching and research with 7 years’ experience in education development and women empowerment. • Experience in working in donor-funded projects will be preferable. • Communication skills in English. • Proficiency in standard desktop/laptop computer applications, including Word, Excel, PowerPoint, Access etc. 8 Industry Relations Expert (SD-9) • Bachelor degree in CSE/IT, EEE, or related areas with at least 8 years experience in business development, communications, partnerships, coordination etc. • Experience in startup ecosystem and software product development and commercialization. • Extensive knowledge and experience in working with software companies of Bangladesh, preferably software startups • Good understanding of domestic and foreign industry structure and leading companies need for skills workers and their required skill and qualifications.
