INFORMATION FOR APPLICANT

| Brief Description of Assignment |

The main objectives of the project is to review and recommend the Turnkey contractors different design & methodology, supervise contractors work & prepare monthly progress report and assist Project Director in achieving different milestones about establishingefficient, dependable &safe distribution System by conversion of overhead distribution network to underground distribution networkat 5 union of Keraniganjupozelain Dhaka district under Dhaka PBS-4. |

The consulting firm will be responsible for the services mentioned below(detailed in ToR, which is available in www.reb.gov.bd) but not limited to:
a) Review and recommend the Tender document, contractors Route survey, layout drawings, detailed design, calculation, SLD, material procurement& Automation methodology,cable installation methods, trenching procedure, inspection pit location and quantity, risk Plan for the construction.
b) Review and recommend contractorswork schedule, material specifications,drawings/certificate of all material, compliance to standards, Test document, Test result verification and authentication.
c) Full time supervisionof contractor work and report on field progress, risks identification& mitigation plan.
d)Assist the Turnkey contractor to organize the training program.
e) Report on review of Contractor’s final testing & commissioning methodology, as built-drawing, GIS data update in BREB database of the new design.
f) Preparation of Operation and Maintenance manual for BREB O&M personnel and Report on Total Work done by contractor.
1. The Consulting Firm should have 7 year experience in consulting services and undertaken at least 02 successful power sector related assignments for a project involving power utility infrastructure/modernization development in last 7 years having minimum total contract amount of $2,00,000.00 (US Dollar Two Hundred Thousand) in which at least 01 (one) contract in related to underground electrical network as on the date of EOI submission.
2. The firm shall have financial capability to handle the service and annual average turnover is at least $5,00,000.00 (US Dollar Five Hundred Thousand Only) in last 03 (three) years.
3. The Bangladesh Rural Electrification Board (BREB) now invites expression of interest (EOI) from eligible consulting firm/consortium (International) for above mentioned Package under `Conversion of Overhead Distribution Network into Underground Network Under Dhaka PBS-4 (Phase-I)’ project to indicate their interest in providing the services.
4. The following criteria will be considered for short-listing
a) Establishment of the firm
b) Qualification of the firm
c) Availability of the key staff
d) Physical resources
e) Experience in power distribution system
f) Overall experience
g) Specific experience
The consulting firm may participate in the form of association/consortium/JV.In case of association/consortium/ JV Lead Firm must have relevant/specific experience.

EOImust be submitted separately in three sets (one original and two photocopy) in hard copy on or before the specified date & time to the office of undersigned and be clearly marked “Request for expressions of Interest” (EOI) mentioning the name of the Project.
The proposals (applications) will be opened on23/01/2024 at 3:00 PM Bangladesh local time in presence of the representatives of the EOI applicant (if any).
The firm will be short-listed in accordance with the "Public Procurement Regulation (PPR)-2008.
Detail scope of the work will be available in the TOR which can be downloaded from the website of BREB(www.reb.gov.bd).
