Brief Description of Assignment |
: |
1. Procurement Specialist (SD-105D): The procurement Specialist shall have at least B.Sc. in engineering or a Master's degree in any discipline. However, advanced professional qualifications such as MCIPS (Member of Chartered Institute of Procurement and Supply) / CSCP (Certified Supply Chain Professional) will be considered additional qualifications.
2. Design and Supervision Engineer (SD-513): The Design and Supervision Engineer (SD-513) shall have at least Design and Supervision Engineer shall be a qualified civil engineer, a minimum bachelor's degree in civil engineering from any reputed University, holding a post-graduate degree may be considered as advantage.
3. Junior Accounts Executive (SD-511): The Junior Accounts Executive (JAE) (SD-511) should hold a minimum bachelor's degree in the area of Accounting/ Finance/ Management from any reputed University, holding a post-graduate degree may be considered as an advantage. |
Experience, Resources and Delivery Capacity Required |

1. The Procurement Specialist should possess a minimum of 12 (twelve) years of general work experience in government procurement or Development Projects. Furthermore, the Consultant should demonstrate a minimum of 06 (Six) years of experience in roles that are substantially relevant to Government procurement, with at least 02 (two) years in a similar position within a development partner's project. Also, should demonstrate expertise in substantive areas/aspects of procurement, including goods, various construction contracts, and the selection/contracting of consultant services are required.
Proficiency in Electronic Government Procurement (e-GP) is essential, with a track record of completed/supported tenders, including evaluation and contract award. The Consultant must specify the position and period during which these activities were undertaken.
The candidate should demonstrate proficiency in computer operations, detailing their capabilities in utilizing Microsoft Word and Microsoft Excel independently and with ease.
Additionally, the prospective candidate must possess outstanding communication skills in English, both in written and spoken form. These competencies are essential for effective performance in the role.
Moreover, considering the substantial travel demands and individual workload associated with the role, the maximum age limit for this position shall be 50 years on the date of the deadline of submission of the EOI.
2. Design and Supervision Engineer shall have at least 10 (ten) years' Proven experience at national levels in the field of civil engineering. At least 05 (five) years' experience in engineering design, project management and construction supervision work. The candidate is expected to demonstrate proficiency in the published Rate Schedule (i.e., PWD, LGED, etc.) for the preparation of Bills of Quantity (BoQ). It is essential to provide details of significant assignment done in which these rate schedules were employed. Have specialized knowledge and experience in preparing Bill of Quantities and technical specifications. Knowledge of procurement, tendering (offline and electronic), contract processes can be considered as added advantage. Knowledge of design of construction works like building/ roads/ bridges/ culverts/river bank protection works etc. could be added advantage. Sound knowledge of construction techniques, materials, and relevant regulations. Familiarity with sustainability principles and their integration into engineering designs is desirable. Experience with the ability to address and manage all aspects of monitoring of a construction (finely conversant with Standard Contract Clause, construction technologies etc.) and follow-up. Proficiency in standard design software and tools (e.g., AutoCAD, SAP2000, STAAD Pro, etc.) may be considered as added advantage. Should have excellent competence in computer operation. Have ability to work independently and should have excellent communication skills in English and Bangla, both written and spoken. The Maximum age limit of the consultant shall be 50 years on the date of deadline of submission of the EOI.
3. Junior Accounts Executive (SD-511) should possess a minimum of 8 (eight) years of general work experience. Furthermore, the Consultant should demonstrate a minimum of 04 (four) years of experience in roles that are substantially relevant to public sector financial management in Development Projects, experience in GoB project is preferable. Also, should demonstrate expertise in substantive areas/aspects of Govt. accounting system. He/she should have strong interpersonal communicative skill, experience in team leadership and participatory management. He/she should have the knowledge on accounting methods and application tools/ accounting software. He/she should have proficiency in MS office (i.e. MS Word, MS Excel and MS Power Point. The Maximum age limit of the consultant shall be 50 years on the date of deadline of submission of the EOI.

The Project Director now invites eligible applicants to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph, expected remuneration and other details as required by this REoI.
Consultants will be selected using the selection of individual consultant method in accordance with PPA-2006 and PPR-2008 on the basis of the qualifications and experiences as mentioned above.
Copy of Terms of reference (TOR) and Standard Request for Application (SRFA) may be obtained from the address below during 09:00 am to 4:00 pm or download form the CEDP website [www.cedp.gov.bd]. Application shall be submitted on or before January 04, 2024 at 03:00 PM in sealed envelope delivered to the undersigned and be clearly marked “Request for Application for Selection of [name of the position]. Necessary documents in support of educational qualifications and experience and skills shall have to be submitted. |
