The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN) Development Project under Bangladesh Private Investment & Digital Entrepreneurship Project (P170688), a project of the World Bank, and intends to apply part of the proceeds for consulting services.
Implementation Period: 12 Months.

The Bangabandhu Sheikh Mujib Shilpa Nagar (BSMSN) Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1) The firm(s) must be registered for consultancy service in the respective authority. The firm has to establish an office in Bangladesh (if contract is awarded). It is preferable to limit the total number of firms/institutes in the JV or Sub consultancy to three.
2) At least 10 (ten) years firm experience (years counting backward from the date of publication of REOI in the newspaper to award of 1st assignment of firm) in the field of policy formulation services for public entities etc. (in case of joint venture (JV), each member must meet the requirement individually).
3) Relevant experience (Preparation of Human Resource (HR) Policy and Financial Management (FM) Policy) in Consulting Services in terms of number of Contracts, Contract Value, Contract duration and complexity. The consultant must have experience in preparation of one Human Resource (HR) Policy and one Financial Management (FM) Policy. In case of JV, the requirements may be fulfilled by the members combinedly.
4) Staffing of the firm (organization) indicating availability of appropriate skills/ experts in the firm.
5) The firm who has similar experience in the Bangladesh and South Asia & South-East Asia will get priority.
6) Technical and managerial capability of the firm.
Key personnels are not evaluated at this stage. |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable to the Client for the entire contract.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method; Market Approach-International set out in the Procurement Regulations.

All other terms and conditions of the REOI will remain unchanged. This corrigendum shall be a part of the REOI.
