| Brief Description of Assignment |
: |
A consulting team comprising International and national experts will be engaged as the ISPMC team, in accordance with ADBs Procurement Policy and Procurement Regulations for Borrowers. The ISPMC team will be led by an International Team Leader who will supervise the entire activities of the ISPMC, and will be in charge of the progress and the quality assurance of the ISPMC activities. The consulting services are expected to continue upto the project completion period . The services will include the following major tasks.
The main task of the selected consultants' will include but not limited to:
Task 1: Preparation of integrated water management plans (IWMP) for Beel Kajulia subproject,
Task 2: Implementation support for formulation and capacity development of WMOs in five subprojects, and follow-up capacity development of existing WMOs in the subprojects of 2nd phase as after care,
Task 3: Implementation support for rehabilitation and construction of water management infrastructure in the five subprojects, including construction supervision and quality control,
Task 4: Supporting institutional capacity strengthening of BWDB for participatory water resources planning and management.
Task 5: Supporting internal audit for the project including the effectiveness of its internal controls.
Task 6: Supporting community mobilization, and
Task 7: Knowledge Transfer |
| Experience, Resources and Delivery Capacity Required |

Eligible international consulting firms to indicate their interests in providing the above mentioned services. Interested firms must provide information indicating that they are qualified to perform the services. Lead firms should have the capacity of management and monitoring of a large multidisciplinary consultant team. Firms should also have experience in water related projects, especially participatory integrated water resources management project in the last 15 years. They should have project implementation experience in South Asia, preferably in Bangladesh. The consortium of consulting firms should have similar/relevant professional experiences. The form of association, if any, should be clearly indicated either "joint venture" or "sub-consultancy", and all members should have well defined inputs to the assignment. In the case of joint-venture, all firms shall be jointly and separately liable for the entire firm's obligations under the contract. In case of sub-consultancy, the lead firm shall sign the contract and shall be liable for the entire obligations under the contract. |
