INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
12.1 BGFCL is the largest state owned gas production company in Bangladesh. It intends to drill 4 deviated wells (3 wells at Titas Gas field and 1 well at Kamta Gas Field) to increase gas production and evaluate/appraise the gas fields.
12.2 BGFCL invites EOI from eligible and interested international consulting firms/Joint Ventures (JV), which wish to render consultancy services under the Project.
12.3 Categories of consultants with indicative man-month for the above mentioned drilling of 4 wells at Titas and Kamta gas fields are as below:

12.4 The Terms of Reference of the Consultants are as follows but not limited to:
• Drilling Supervisor will: prepare/finalize drilling programs; supervise entire drilling operation (including remedial works, if required) & third party engineering works; and prepare relevant reports of the assignment including drilling & completion reports.
• Petroleum Geologist will: assist in finalizing drilling, mud logging, wireline logging & coring programs; provide well prognosis; supervise mud-logging, wireline logging & coring operations; provide wireline log correlation, analyses & interpretation; and assist in selecting perforation intervals before DST/Completion operation.
• Petroleum Engineer (Completion) will: supervise wireline logging operation including providing analyses & interpretation; prepare/finalize well completion programs; assist in selecting perforation intervals before DST/Completion operation; prepare/finalize DST & production testing programs; supervise running in completion; supervise DST & production testing operation; prepare production Analysis (Productivity including optimization, Skin, Permeability, AOF, reservoir boundary etc.) and any other required analysis.
The consultants will also require to assist the company in any other technical matters related to their fields of expertise.

The consulting firm shall be a Company specializing in oil and gas sector and have at least 15 years of experience (in case of JV, each member should have at least 15 years of experience) in providing consultancy services in oil and gas related projects counting backward from the EOI submission deadline. The Consulting Firm/JV (experience of all partners jointly) shall have experiences of at least 05 (five) projects in last 10 years (counting backward from the EOI submission deadline) for providing consultancy services in oil and gas sector. The consulting firm must have in their payroll or have agreement/arrangement with minimum 3 (three) qualified & experienced personnel for each category of consultant, who will be available for providing consultancy services under the project during the period January, 2024 to December, 2026 (Expected).
Firms failing to comply with the above requirements will not be taken into consideration.

Consulting firms from all over the world except those who are not having diplomatic relation with Bangladesh are eligible to submit EOI.
The aforesaid EOI document along with Sample Format for EOI Submission is available at the Petrobangla (www.petrobangla.org.bd), CPTU (www.cptu.gov.bd) and BGFCL (www.bgfcl.org.bd) websites.
We highly encourage interested consulting firms to submit EOI with information filled in attached sample format along with required supporting documents. In addition, consulting firms may provide information in its own format and any other supporting documents attached as annexure that are relevant to the consultancy services. The EOI hardcopy (1-original & 2-copies with soft copy in CD/ DVD or any other storage device) must be submitted on any working day (Sunday to Thursday) between 09.00 to 15.00 hrs. within the above mentioned deadline to the address below. Any applications submitted later than the specified date and time will not be entertained.
The EOI shall specially include but not limited to the following:
• The firm’s registration certificate;
• Memorandum of Association (if it is company);
• Company profile: i.e. established time, management, no. of employee, no. of qualified engineers, firm’s specialty, track record etc.;
• The latest annual report, Company’s printed brochure etc.;
• Experiences of the Firm/JV (experience of all partners jointly) of 05 (five) projects in last 10 years in providing consultancy services (such as project management, procurement assistance, and supervision) in oil & gas industry related projects in minimum 3 overseas (other than the firm’s own country) countries;
• Experiences of the Firm/JV (experience of all partners jointly) of 05 (five) projects in last 10 years (counting backward from the EOI submission deadline) in providing consultancy services (such as project management, procurement assistance, and supervision) for projects involving drilling of oil/gas wells in minimum 3 overseas (other than the firm’s own country) countries;
• Experiences of the Firm/JV (experience of all partners jointly) in last 10 years (counting backward from the EOI submission deadline) in providing consultancy services (such as project management, procurement assistance, and supervision) for projects involving drilling of 15 nos. oil/gas wells (depth of minimum 4500 m TVD and over pressured formations);
• Report of financial status (audited financial reports) of the firm for the last 3(three) years;
• In case of joint venture, joint venture agreement/letter of intent;
• Must have ISO 9001 certificate of Consulting Firm;
• Proof documents on above mentioned must be submitted with the EOI.
• EOI submitted by e-mail will be rejected. Likewise photocopy of e-mailed EOI will also be rejected; and
• Bangladesh Gas Fields Company Limited reserves the right to accept any or reject any or all EOIs or annul the EOI process at any stage without assigning any reason whatsoever and without incurring any liability to the affected firm(s).
In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday etc. EOI submission closing date will be the following working day. Upon receipt of EOIs, the interested firms that are deemed best suited to perform the assignment will be short-listed. Thereafter, Request for Proposal (RFP) document will be issued to the short-listed firms. The consulting firm will be selected based on Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the PPA 2006 and PPR 2008 (With the latest amendment of 2019) of GOB.
