INFORMATION FOR APPLICANT

Brief Description of Assignment : Selection of NGO to establish and manage Older People’s Club (OPC) Pilot Management Program. The main objective of this assignment is to hire a specialized NGO that manages implementation, training, and monitoring and evaluation activities for the OPCs pilot. Older People’s Clubs or Associations are community-based organizations that mobilize older people to improve their lives and contribute to their communities. This includes actively engaging older people, including them in leadership roles; encouraging participation from diverse older people, including women, people of all income levels and those with disabilities; addressing social, health and economic needs; drawing on community’s existing resources and capacities of older people to serve as agents of change; and strengthening links between older people and local government. OPAs have been established across the globe since 1986. Global experience has shown that membership in an OPA enables older people to meet some of their basic needs more independently and enhance their social standing and overall wellbeing. After 12 to 24 months of support and mobilization of seed funding, with proper capacity building, OPAs graduate and become financially sustainable. Based on the global success of OPAs, CTM will launch an OPC pilot to provide holistic support for the elderly, particularly through establishment of Older People’s Clubs. These OPCs will provide complementary services to OAA recipients. The Non Profitable Organization (“the NGO”) will be responsible for the following activities: • Establish, operationalize and monitor 400 OPCs in six selected districts; • Document lessons learned to inform the promotion of OPCs in the longer term; details are mentioned in the TOR. The assignment will be estimated 72 professional staff-months and also non-key expert as required mentioned in the TOR, implementation period will approximately 18 months, expected start date of assignment may be 15 December, 2023 to ensuring full consistency with the TOR. Department of Social Services under Ministry of Social Welfare represented by the Project Director, The Cash Transfer Modernization (CTM) Project, now invites eligible NGOs (“NGOs”) to indicate their interest in providing the Services. Interested NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Experience, Resources and Delivery Capacity Required : The shortlisting criteria are: (a) General experience of the NGO(s); (b) Experience in similar assignments of compatible size, complexity and technical specialty in the required area; (c) Financial soundness, staffing and logistics of the NGO; NGOs are requested to submit the following supporting documents in support of the above-mentioned criteria: (a) Up To Date relevant Registration papers of the NGO(s); (b) JV agreement/letter of intent (if applicable) along with the proposed JV agreement; (c) Brochure including staffing; (d) Audited financial reports for last three years (including turnover, current asset & liability and fixed asset & liability); (e) Work experience record of Last five (05) years (including nature, total cost of Contract, total input in terms of man month, employer, location of work etc.) (f) All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR; However, Key Experts will not be evaluated at the short-listing stage;
