INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The objectives of the project are:
(a) to rehabilitate and modernize the FCD and FCDI subprojects to enhance agriculture and aquaculture/fisheries production by improving the water use efficiency, management transfer and capacity building of WMOs and to enhance institutional performance of BWDB including the OCWM.
(b) to improve national water resources management introducing IWRM and to build resilience to climate change risks by involving the local communities to play an expanded role in all stages of the Participatory Subproject Cycle Management (PSM), from planning and design to operations and management.
The objectives of the Consultancy Services for Monitoring & Evaluation are:
The Monitoring & Evaluation (M&E) consultant will monitor, review, assess and evaluate overall activities and results of the project from identification to design and implementation. Thereby, the M&E consultant will monitor and assess the project’s progress towards achieving the PDO, and related results indicators as identified in the project’s Results Framework and Project Implementation Manual (PIM), and the M&E Plan in particular. The M&E Consultant will commission periodical monitoring for process, input, output and outcomes as per project design.

Experience, Resources and Delivery Capacity Required |

Bangladesh Water Development Board (BWDB) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. General Experience of the Firm- in providing services (core business and years in business)
2. Experience in similar projects of compatible size, complexity and technical specialty in the required area: Consultancy Services for Monitoring & Evaluation
3. Experience in development partner funded Monitoring & Evaluation related Projects
Consultants are requested to submit, but not limited to, the following supported documents in support of the above-mentioned criteria:
(i) The Firm’s Incorporation/Trade/Registration documents from the country of the firm
(ii) Firm’s brochure
(iii) Description of similar consultancy contracts, including the scope, contract amount, name of the Client, period of the contract (date of contract signing to date of completion), location/country of the services
(iv) Support Services of the firm etc.
Key Experts will not be evaluated at the shortlisting stage.

The attention of the interested Consultants is drawn to the Section III, Para 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020”, setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a Joint Venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The qualification of the sub-consultants will not be considered in the EOI evaluation and short-listing process.
It is suggested to limit the maximum number of firms including their associates to a maximum of 03 (three). All members of the association shall have well defined inputs to the assignment.

Duly completed Expression of Interest (EOI) in hard copy [(1 original + 2 copies and 1 (one) soft copy (PDF format) in CD/DVD/Flash drive)] must be delivered to the address mentioned below, clearly mentioning the name of the assignment, in sealed envelopes at or before 15:30 hours (BST) of June 22, 2023.
The Client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI.
