Brief Description of Assignment |

The Integrated Community Based Center for Child Care, Protection, and Swim-Safe Facilities Project in Bangladesh is an initiative aimed at providing a strong foundation for the growth and development of young children in the country. The project's primary focus is to address child drowning, which is one of the leading causes of death among children under five years old in Bangladesh. The project incorporates prevention strategies such as safe and affordable childcare, access to swimming instruction, and raising public awareness of child safety risks.
The Government of Bangladesh has allocated public funds for the cost of the project, which has also received grants from Development Partners Bloomberg Philanthropies and Royal National Lifeboat Institution (RNLI).The Bangladesh Shishu Academy of the Ministry of Women and Children Affairs is responsible for implementing the ICBC Project and intends to apply a portion of the funds to eligible payments under 7(seven) different contracts for Operationalization of Project Activities [Establishment, Operation and Maintenance of Child Care Centers (CCCs), Swim-Safe, Parenting & Others] at the Grass Root Level of selected 14 Districts by NGOs/CBOs (National).
To achieve its objectives, the project seeks services from NGOs and CBOs to operationalize project activities. The project's main purpose is to carry out the implementation of the project at the grassroots level, especially operationalizing Child Care Centers (CCC) and Swim-Safe interventions as per the project document. The project also aims to provide technical support to the Bangladesh Shishu Academy (BSA) by building capacity, raising awareness, integrating different services through referral linkages, enhancing coordination and collaboration among different stakeholders, and establishing a partnership with development partners.The project's launch will take place in the selected districts, with the aim of creating a comprehensive solution to the urgent issue of child drowning while addressing the physical, cognitive, social, and emotional growth and development of young children in Bangladesh.
The project will establish strong partnerships with NGOs and CBOs to implement service delivery activities at the field level, and the service delivery activities at the field level will be implemented by the NGO/CBO.The scope of services includes the operationalization of 7500 CCCs, Swim-Safe, Parenting & Others, in selected 39 Upazilas of 14 Districts under 7 Contract Packages as follows:

• The Project now invites eligible NGOs/CBOs having registration with the recognized registration authority to submit their Expressions of Interests (EOIs) for the above contract packages for providing the required services.
• Interested NGOs/CBOs must provide updated information with documentary evidence indicating that they have the required qualifications and relevant experience to perform the Services (brochures, copy of its original registration, description of assignments of similar nature, experience in similar conditions, human resource and the availability of appropriate professionals with qualifications and experience among staff, Tax payment certification, and VAT registration certificate, Audited Financial statement (Last 03 Years), Support Services, Summary of relevant research/study, etc.).The EOIs received for each package will be evaluated, inter alia, on the basis of the followings:
i. Having registration with NGO Affairs Bureau/Department of Women Affairs/Directorate of Social Services or any other recognized registration authority.
ii. Having more than 05 (five) years of experience of working with ECD [Day care/ SBK (ShishuBikash Kendra)/ PPE (Pre-Primary Education] service delivery, child care and development, protection and child rights issues, safety and protection and the agency vision, mission and program mandates have provision to work on children and their rights.
iii. Having prior presence with office setup, relationships and influence in the proposed intervention areas with good relationship with local administration.
iv. Prior experience of mobilizing local community, elites, parents and engaging them in collaborative program planning and implementation primarily to protect interest of children.
v. Prior experience in coordinating capacity strengthening and awareness raising programs in child development including ECD and child protection issues.
vi. Previous experience of working in a donor-supported program or under the guidance of international or large national agency/INGOs.
vii. Previous experience of working with local community and government ministries/division, departments/agencies and having strong relationships with government administration especially, health service delivery platform, women and children affairs agency, local government institutions and administration at sub-national level.
viii. Having experience on collaboration and networking with local, national and international organizations/NGOs/forums/institutes working on child development, child rights and child protection issues.
ix. Having strong organizational standards and policies especially child protection and gender policies, and administrative/HR policies.
x. NGOs/CBOs must have clear financial guidelines, anti-fraud policy, child safeguarding policy, good accounting standards and auditing.
xi. Having strong skills and existing systems for documentation/reporting, data management and sound financial management systems.
Preference will be given to NGO/CBO with the following characteristics:
i. Experience of operationalizing early learning, child care centers or day care centers, swim-safe programs for children or having experience of running collaborative programs with government agencies as well as development partner agencies.
ii. Experience of working with children of marginal/deprived families, communities or children in hard to reach or remote rural areas or drowning prone localities.
iii. Agencies able to provide infrastructure/logistic/trained staff support or currently running child care facilities for children under five or swim-safe intervention for 6-10 years children will get preference to expedite implementation and minimize initial startup costs.
iv. Agencies with an office including office setup at project related proposed district or upazila level.
• Information provided by the NGOs/CBOs will be verified with the appropriate authority wherever applicable. EOIs from single NGO/CBO would be preferable. However, NGOs/CBOs may associate with other NGOs/CBOs to enhance their qualifications, but should mention whether the association is in the form of a “joint venture” or “sub-consultancy”. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In the case of an association, all members of such associations should have real and well-defined inputs to the assignment. Each member of the JV has to be reasonably qualified to take over the responsibilities and role of any of the member that may fail to perform or withdraws. The Project will communicate only with the lead NGO/CBO.

• The NGOs/CBOs will be selected in accordance with the Selection under Fixed Budget (SFB) method set out in the PPR, 2008. It is expected that the assignment shall commence around July 2023 throughout the 14 Districts under different contract packages and shall be completed by December 2024.
• The expected term of the contract is approximately 18 (eighteen) months.
• Interested NGOs/CBOs may obtain further information and the Detailed Terms of Reference (TOR) during regular office hours at the undersigned's office. The TOR is also available on the websites: www.shishuacademy.gov.bd and www.mowca.gov.bd.
• The interested NGO/CBO shall submit two(2) copies (1 original and 1 copy) of Expressions of Interest (EOIs) (in hard copies) to the address given below by 11thMay, 2023, within 02:00 PM along with soft versions [both in pdf and word format in USB pen drive (non-returnable) and also through e-mail] for any package.
• The covering envelope (sealed) should be clearly marked as “EOI for Selection & Employment of NGO/CBO for Operationalization of Project Activities (Establishment, Operation and Maintenance of CCCs, Swim-Safe, Parenting & Others) at the Grass Root Level of [mention here the names of respective districts] Districts under Contract Package No. [mention here the respective package no.].
• One NGO/CBO may express its interest for more than one contract package, but it shall do so by submitting EOIs separately for any such package(s) i, e., interested NGOs/CBOs must submit individual proposal for their desired package(s).
• Expression of Interest must be submitted with a checklist of attached documents with the application.
• Late submission of Expression of Interest shall not be considered.
• The Authority reserves the right to accept or reject any or all EOIs received without assigning any reason thereof.
