| Brief Description of Assignment |

The Government of the People's Republic of Bangladesh will receive a loan towards the cost of the Improving Urban Governance and Infrastructure Program (IUGIP) from Asian Development Bank (ADB) and Agence Francaise De Development (AFD). It is expected that the fund or loan will be received from ADB and AFD for the 50 target Pourashavas (PSs), for enhancing the scope of the Pourashavas. The project is going to launch implementation activities in July 2023 and planned to be implemented over a period of 6 (six) years with ending in June, 2029.
The Local Government Engineering Department (LGED) under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C) is going to initiate advance procurement action, under approval and guidance of development partners. The LGED intends to apply the loan proceeds for the Management, Design and Supervision (MDS) Consultancy Services to be provided by the consulting firm(s). MDS Consultancy Services package will involve 744 person-months of key experts and 4656 person-months of non-key experts. Major objectives of MDS Consultancy Services will include supporting the Project Management Unit (PMU) & Project Implementation Units (PIUs) in detail engineering design, contract management, supervision and certification of physical works. The consultants will also be responsible for addressing the environmental and social safeguard issues of all sub-projects. The consulting team will be headed by a Team Leader supported by other key and non-key experts.

The scope of the MDS Consultancy Services will include all tasks related to management support and tasks related to design and supervision providing supports to the PMU and PIUs in (i) conducting physical survey (ii) identifying prioritization of subprojects, (iii) conducting technical, economic and social assessment of subprojects, (iv) preparing detail drawings, designs and bid documents, assisting Procurement of works, (v) supervising and managing contracts to ensure quality control, (vi) ensuring environmental and social safeguard compliance according to guidelines of Government and development partners, (vii) preparing and introducing O&M plans, providing training for implementation of O&M of subprojects, viii) consideration of climate change and mitigation aspects. Only the short listed firms will be invited to submit Request for Proposal (RFQ) for Technical & Financial Proposals to be submitted later on. However, a shortlisted consulting firm will not be allowed to submit more than one proposal. If it is found that a shortlisted consulting firm submits more than one proposal as single firm or by forming JV/association with other shortlisted firms, all proposals involving that firm and also proposal submitted individually by that firm, will be rejected. Moreover, shortlisted firms will not be allowed to form JV/association with firms not shortlisted by Proposal Evaluation Committee (PEC) of LGED; |

The association with Foreign Firms is published in CPTU website as Encouraged. The Corrigendum Notice is hereby declared on the association with Foreign Firms is Discouraged as there is no Foreign Currency (FC) involved for payment. But JV with the Foreign Firms those have the official address in Bangladesh and has legal right for business in Bangladesh is not prohibited.
