Consultant (Financial Management) for PIU (National consultant), Package No.: BMD-C24 |
| Experience, Resources and Delivery Capacity Required |
: |
1. Qualification/ Experience of the Consultant: The Consultant (FM) shall have the following academic qualifications, skills and professional experiences:
(a) Educational qualification: Minimum M. Com/ MBA in Accounting/ Finance and related subjects. Associate or member of a Professional Accountancy Organization (PAO) (CA/ACCA/CMA etc.) recognized by the International Federation of Accountants (IFAC) will be an advantage.
(b) Professional Experience:
(i) At least seven (7) years of work experience in financial management in government/semi-government institutions, or with international donors, implementing development projects;
(ii) Comprehensive knowledge and understanding of Government financial rules (GFR) and donor fund requirements are mandatory.
(iii) Proven track record of using the Integrated Budget and Accounting System (iBAS++) is preferable.
(iv) Practical experience in handling LC and CD/VAT releasing and payment.
2. Duration of the Consultancy Service: The consultancy service will be for a period of 04 (four) months starting from the date of signing the contract. The tentative period is September to December 2022 or end of the project (Component-A) based on satisfactory performance or requirement of the project.

3. BMD now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (Complete CV and supporting documents).
4. Detailed Terms of Reference (ToR) will be available upon request from the address provided below either through email or in person. ToR will also be available in the website of BMD (www.bmd.gov.bd) (Link: http://bmd.gov.bd/p/TenderWB).
5. The selection of the consultant will be made in accordance with the procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers”, dated January 2011 (revised July 2014).
6. Remuneration: Negotiable
7. Interested applicants are required to submit their Expression of Interest (EOI) in the form of an application. EOI must be delivered in a written form to the address below either in person or by postal mail or e-mail by 24 August 2022 during office hour. In case of hard copy submission applicant needs to use a sealed envelope addressed to the undersigned, and clearly marked “Request for Expression of Interest for Consultant (Financial Management) for PIU (National consultant) (Package No. BMD-C24)”.
8. The employing authority reserves the right to accept or reject all EOIs.
