| Brief Description of Assignment |

The Dhaka North City Corporation is planning to prepare Integrated Corridor Management Project which will complement the first metro rail corridor by integrated public transport infrastructure improvement, traffic management and road safety improvement and construction of a bicycle lane and restoration of canal funded by World Bank. For successful preparation of the project, A Expression of Interest (EOI) is called for the Selection of consulting firm for Environmental and Social Assessment and Studies during project preparation.
The consulting services (“the Services”) include
(a) technical support to the government in preparing relevant documents related to environmental and social issues taking into consideration potential environmental and social risks and impacts likely to be associated with the Project. The total estimated time of consultancy service is approximately 6 (Six) months.
The Terms of Reference (TOR) for the assignment can be found at DNCC website (www.dncc.gov.bd). The final updated TOR will be included in the Request for Proposal document to be subsequently issued to only the shortlisted firms after completion of the short listing process.

| Experience, Resources and Delivery Capacity Required |

The consulting firm shall have a general experience of at least 10 (ten) years and practical experience with proven assignment record in similar type of work in Bangladesh or abroad. Similar assignments refer to conduct environmental and social assessment and mitigation plans that adhere to national standards as well as World Bank ESF/ESSs and other guidelines and development of Environmental and Social Management Framework (ESMF) in line with the World Bank’s ESF and ESSs. Provide documentary evidence for the following:
1. Registration of firm.
2. Age of the firm (years in relevant business).
3. Financial resources of the consulting firm (Turnover of last five years) supported by audit report for the last 3 (three) years.
4. Experience of the firm in similar task/assignments (example of past experience of similar nature and for complexity including cost and duration of the assignment).
5. Experience of the firm in other works (example of past experience of other consultancy services for complexity including cost and duration of the assignment).

The attention of interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The EOI submitted by consultants in association should clearly indicate the nature of the association if it is a joint venture or a sub-consultancy.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours i.e. 0900 to 1700 hours. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 15.08.2022 on or before 1500 hours.
