A computerized automation system is envisaged for depots of three Oil marketing Companies (POCL, MPL & JOCL) situated at different locations of Bangladesh. These companies are enterprises of Bangladesh Petroleum Corporation (BPC). At present annual demand of petroleum products in Bangladesh is about 6.8 million M.Tons. BPC procures various grades of petroleum products to meet the demand of the country and these petroleum products are distributed throughout the country by its enterprises.The marketing networks of each company consist of one Main Installation (MI)/terminal at Chattogram, each has up-country depots and more than 700 Filling Stations scattered throughout the country. Details functioning of the companies may be found at www.pocl.gov.bd, www.jocl.gov.bd & www.mpl.gov.bd . The basic operation of these depots is to receive, store & dispatch various types and grades of petroleum products (Gasoline/SKO/Jet A-1/HSD/JBO/HSFO etc) . The petroleum products are received in the Tanks from main installation/ terminal through coastal tankers / Tank wagons / Tank Trucks. There are 18 depots of POCL having storage capacity of 148,200 MT, 15 depots of MPL having storage capacity of 120,525 MT & 15 depots of JOCL having storage capacity of 131,740 MT. Delivery system is done through manually operated product flow meters.
On Broad terms, the activities which shall be controlled by the terminal automation system are- (a) Tank Truck Loading / unloading ,(b)Tank Truck Entry & Access Control, (c)Tank Wagon Loading and Unloading, (d) Inland tanker Loading and Unloading, (e) Tank Farm Management,(f) Pump house Operations,(g)Fire Engine & Jockey Pump Operation, Fire Alarm system,(h)Management Information System,(i) Tank truck/ Coastal tankar/ Tank wagon tracking system. (j)ERP interface and Terminal Security including CCTV etc.
The companies now intend to appoint a international reputed consulting firm from Countries (Except countries with whom Bangladesh has no trade relation) to carry out detailed Feasibility Study, FEED preparation and supervision with a view to setting up a computerised automation system at 39 depots of these companies all over Bangladesh. Consultant's scope of work includes but not limited to the following :
i) Overview of existing facilities and operational processes of depots of three oil marketing companies. ii) Advise for modification of existing facilities and operational processes to receive petroleum products. iii) Determination of level of automation required in different areas such as Tank farm, Pump House, Loading/Unloading system of Tank Lorry/Tank wagon/Tanker etc, ETP Status / API seperator at all depots. iv)Studies and optimization, Perform the Front End Engineeering Design (FEED) including PLC with SCADA/DCS, P& ID. v)Preparation of detailed technical spcefications of all equipement as required, Bill of materials and Schedule of Requirments (price Schedule). vi) Preparation of project budget to an accuracy of +/- 10% taking in consideraion of all mechnical, electrical, control and instrumentation. vii) Preparation of bidding document to call tenders for an EPC/Turnkey contract as per Public Procurement Act & Procedures conditions (PPR-2008), to carry out the proposed developments. viii) Provide assistance during evaluation of the bid proposals, and up to award of the EPC/Turnkey contract to a suitable contractor. ix) Supervision of Implementation of Automation, Testing and Commissioning by the consultant. x)EIA of each individual whole depot. xi) Vehicle tracking system for barrel truck & tank trucks carring petroleum products to petroleum product dealer/ agents and coastal tankers/ railway wagon carring petroleum products to up-country depots.
Please note that the deliverables by the consultant shall be provided to individual company for its individual depot.
Finally, the objective of the project is to develop a digital system to automatically control operations of apparatus, process, or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision. The objectives are to ensure a) increased accountability b) Decreased operating costs c) Compliance to environmental regulations d) long lasting services e) increased safety f) high security g) Optimum accuracy and increased productivity. |

b)Summary of experience of the firm(s) in similar nature of works completed during the last 15 (fifteen) years and currently in progress with total cost of such project, dates of start and completion.
c) Completion Certificates of at least two number of works of the same nature in any Petroleum Oil Installations having storage capacity of at least 25 (twenty five) thousand M.Ton, out of which one must be done in USA / Canada /Australia /Japan/ Western Europe in last ten years.
d)Availability of appropriate skilled staff (list of relevant professional staff, their qualification and experience)
