INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Being a state-owned enterprise, TSS wants to transform its legacy infrastructure to modern manufacturing facilities for the production of digital devices (Laptop, Mobile phone, Lithium-ion battery, IP PABX, Wi-Fi router, Transmission Equipment, PCB etc. of any other feasible products) and modernization of associated physical structures to facilitate. In this regard, the consulting firm have to conduct an integrated feasibility study according to the government prescribed format and stakeholder consultations, with followings (but not limited to these):
1. To conduct market survey and demand analysis of the present digital devices of TSS and new digital devices.
1. To assess requirements for modernization/automation of existing assembling plants, for setting up new digital device manufacturing plants, for setting up a Testing Lab for digital devices, for establishment of infrastructure and buildings.
2. To assess the cost structures, financial analysis including projected revenues, expenditures and other financial aspects
3. To formulate sales and marketing strategies with realistically costing of TSS products.
4. To prepare a Development Project Proposal (DPP) following govt. prescribed format.
5. Any other necessary investigations, analysis required to perform the feasibility study. |
| Experience, Resources and Delivery Capacity Required |

To be selected, the organization must have the following:
a. minimum 5 (Five) years’ experience as consulting firm, Registered entity with Joint Stock & Companies (RJSC) in Bangladesh.
b. must have experience of similar works of at least 1(one) Crore taka in one or more (all together) contract within last 5 years.
c. Minimum amount of liquid assets i.e. working capital or credit line(s) of the firm shall be TK. 1 (one) Crore.
d. updated TIN, VAT and Trade Licenses
e. the firm should have experience of DPP preparation for Development Project or should have professional expert in DPP preparation which shall be mentioned in professionals list.
f. The firm shall be required to provide the following key personnel:
i) Team Leader (1) - Minimum 15 years’ experience
ii) Senior Architect/Design Engineer (1) – Minimum 12 years
iii) Civil Engineer (1) - Minimum 12 years
iv) Telecommunication Specialist (2) - Minimum 7 years
v) Hardware Engineer/Electronic and Electrical Engineer (2) - Minimum 15 years
vi) Environmentalist (1) - Minimum 15 years
vii) Specialist for DPP Preparation (1) - Minimum 10 years
viii) Human Resource Development Specialist (1) - Minimum 7 years
ix) Junior Architect/Jr. Design Engineer (1) - Minimum 7 years
x) Junior Engineer(1) - Minimum 7 years
xi) Surveyor (10) - Minimum 5-7 years
xii) Data Analyst (2) - Minimum 5 years |

The interested Firm shall submit its company profile and other relevant in prescribed format (Form A) which can be collected during office hours. The Form can also be downloaded from the following website www.tss.gov.bd in EOI section. EOI shall be submitted in sealed envelope clearly bearing the name and address of the application EOI Number and be addressed to the authority issuing the EOI in 2 (Two) hard copies, One marked as ‘Original” and the Other as ‘Copy’ and one soft copy within the time stipulated above at the office of the Official Inviting the EOI. Consultant will be selected according to the Public Procurement Rules 2008. |
