| Brief Description of Assignment |
: |
The main objective of this assignment is to hire a qualified IT firm for the design, development, commissioning and implementation of the Medical Education & Monitoring System to make it a scalable and integrated e-Logbook Platform that facilitates end-to-end automation of the core BCPS business functions through unified IT Platform. In this regard, objectives are to achieve the following milestones as a part of this project execution.
• e-Logbook Monitoring System: Keeping track of trainees'/fellows'/supervisors' performance, assessment records with feedback, and relevant curriculum and activities.
• e-Logbook Management System: The BCPS electronic logbook (surgical e-logbook) aims to simplify the registration of surgical residents' training activities and to obtain reliable and detailed reports on these activities for resident evaluation. The new model's primary goal is to simplify data recording in order to achieve a higher level of compliance and increase the reliability of the data recorded.
• e-Logbook device management System: Keeping current and device records of Supervisors/trainee pool, including detailed academic, training, and appointment, participation in College activities, and training track record.
• Subject and Faculty management: Assuring that the Institute provides training in accordance with BCPS guidelines.
• Course Curriculum management: Keeping curriculum plans organized for an entire course can be a challenge, especially when multiple teachers are involved in the planning. Teachers may use different content collaboration platforms for storing their lessons and materials, making it harder for instructors to share plans with each other.
• Online Registration management: Registration can be done Role online. It should offers the option to set up registrant types, payment types, wait lists and attendance trackers.
• Supervisor Management: Manage the supervisors who will chek Daily activities and log of the trainees, and verify every day through online.
• Guide Management: The guide management system which will Provide idea/ knowledge for thesis and approve thesis/ Dissertation via online
• Training Institute Management: BCPS will monitor all of the training institute through online.
• Progress report management: After successfully completing the trainee's task, he or she will receive a progress report and an e certificate.
• Mobile apps: Application integration is the process of enabling independently designed applications to work together. Commonly required capabilities include: Keeping separate copies of data (in independently designed applications) consistent.
? The firm must develop API that can communicate external or existing other modules. For some modules of this project must have interfacing and integration to hardware devices;
? The services include but not limited to:
o Conduct a comprehensive Gap Analysis, Functional and System Requirement Study and develop a detailed Functional and System Requirement Study/Gap Analysis Document (SRSD) for review and approval;
o Conduct a hardware and networking needs assessment and develop an assessment report for review and approval;
o Produce a System Design Document(SDD) on approved SRSD and obtain SDD approval;
o Develop, customize and implement e-Logbook Platform based on agreed SRSD and SDD;
o Integrate e-Logbook with other government agencies to verify beneficiary information and track there cords;
o Perform Data migration of existing available data into new e-Log book system;
o Conduct System installation, configuration on e-Logbook hardware;
o Conduct a robust System testing and ensures System Compatibility under BCPS and Bangladesh Computer Council (BCC) guidelines.
o Conduct a System Security Assessment and ensure the implementation of standard guideline that enhance security;
o Conduct e-Log book user training for staffs at various levels including its stakeholders;
o Handover the complete and updated system to BCPS including full ownership of the source code and all its related technical documentation that obtain through Operational acceptance of e-Logbook Platform;
o Provide annual technical maintenance and support services for 36 months with in the budget. |
| Experience, Resources and Delivery Capacity Required |
: |
1. Must have a valid up to date Trade License (2021-22); Register of Joint stock Company (RJSC) Certificate; TIN Certificate; VAT Registration Certificate; Updated Income Tax Payment Certificate.
2. Minimum 10 years' experience in ICT business as a registered company/entity in Bangladesh. Should provide last 10 years Trade License and RJSC Certificate.
3. Should have experience in working with education solution (Preferably Learning Management Software) in any Government/autonomous body. Completion Certificate/Contract Agreement/Work Order must be shown as a proof.
4. Should have 2 specific experience of software development work with a least value of 2 crore each. One must be in Government Healthcare sector. Completion Certificate/Contract Agreement/Work Order must be shown as a proof.
5. Must have minimum amount of liquid asset in form of credit line or working capital of BDT 3 crore
6. The firm must have updated audit report of previous 5 years. Average annual turnover for a minimum of BDT 20 Crore in last 3 years
7. Bidder to certify that they are not blacklisted or debarred by any defense organization within Bangladesh regarding participating in tender.
8. The bidder should have valid CMMi Level 3 Certificate and ISO 27001 Certificate
9. The bidder should be a member of Bangladesh Association of Software and Information Services (BASIS) and Bangladesh Computer Society (BCS).
10. The firm has to demonstrate its logistical capability, i.e., well-equipped office space in Dhaka with necessary facilities;
11. The firm must have full-time database and system administrators capable of running large scale system in cloud and cluster environment;
12. The firm should have sufficient experience and knowledge with the functionalities and architectures of both commercial and open source ERP software;
13. The firm having experience in developing software solutions for Government of Bangladesh or any of its agencies or Government of other countries will be an added advantage;
14. The firm should demonstrate its management capacity (brochures and other documents describing similar assignments, experiences, availability of appropriate professional staffs and experiences among applicant’s staffs, resources to carry out the assignment) in managing large scale projects;
15. The firm has to demonstrate its logistical capability, i.e., well-equipped office space in Dhaka with necessary facilities;
16. Multiple firms (not more than two) having technical and legal competency for developing such a product can apply jointly but they must have legal agreement among them where one firm needs to be the lead firm. Both the firms must be Bangladeshi firm. |
