| Brief Description of Assignment |
: |
a) PCU Support Expert (Individual) for Procurement (Package No. CSAWM-WDB-PCU-SD-03) : Responsible for assisting the program so that the procurements are done as per the relevant guidelines/ regulations. The Procurement Expert will have a significant role in assuring the integrity, fairness, and overall quality of procurement in conformance with the requirements of the guidelines of the World Bank and the procurement laws of Bangladesh. Details of roles & responsibilities are mentioned in ToR included in RFA.
b) PCU Support Expert (Individual) for Financial Management (Package No. CSAWM-WDB-PCU-SD-05): Responsible for assisting PD-PCU of CSAWM in managing Project Financial matters as part of the Project implementation arrangements, in accordance with the relevant GOB and IDA financial management requirements. Details of roles & responsibilities are mentioned in ToR included in RFA. |

a) PCU Support Expert (Individual) for Procurement (Package No. CSAWM-WDB-PCU-SD-03) : Education- Bachelor degree in Engineering or Masters in procurement or other relevant fields. Professional Certifications / degree in Procurement from any recognized institution will be given preference.
Experience- at least total 10 (Ten ) years experience of public Procurement in Goods, Works & Services out of which at least 05 (Five) years’ experience in managing internationally competitive procurement of large scale and complex civil works under projects funded by multilateral organizations such as ADB/AIIB and particularly the World Bank. Working experience in e-GP and WB's Systematic Tracking of Exchanges in Procurement (STEP) will be given an added advantage.
b) PCU Support Expert (Individual) for Financial Management (Package No. CSAWM-WDB-PCU-SD-05): Education- Post graduate degree in Accounting/Finance or related discipline.
IFAC (International Federation of Accountants) accredited Professional accounting qualifications (Chartered Accountant/Cost and Management Accountant/Chartered Certified Accountant) will be given an advantage.
Experience-minimum 08 (Eight) years experience in financial management out of which 3(three) years in a management position in any government/semi-Government/multinational Organizations/development partner funded development project, being actively involved and fully conversant with large contract payments, GOB budget and planning procedures, Development Project Proposals, rules and regulations of the government for budgeting, fund release, accounting, financial reporting and auditing and authorization for use of donors funds. Experience/exposure on World Bank's fund operating conditions & reporting requirements would be an advantage. Fully conversant with application software and Computerized Accounting System. Expressions of interest must be delivered in a written form in person or by postal mail or courier service within 10/07/2022 up to 3:00 PM (Bangladesh Standard Time). The authority reserves the right to accept or reject any or all the EOIs, or annul the process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected applicant(s). |
