INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1. Enterprise Integrator:
• Develop Single Sign On (SSO) facilities for all government officials and service seekers to securely access service delivery platform.
• Integrate with the relevant government systems/platform which provide citizen services.
• Develop and release standard documents and guidelines to ensure technology solutions compliance with the myGov architecture.
• Create guideline and assist service providers to ensure software solutions deployment, database structuring and technology selection.
• Update technology and standards to address emerging security & system vulnerability for sustainability of the solutions by using emerging technologies.
2. National Portal Implementation Expert:
• Supported to develop implementation methodology and plan for implementing National Portal
• Coordinated with the relevant government agencies to provide implementation support for m/e-services at local administration
• Established regular and sustainable support mechanism for National portal
• Assisted to establish a regular and sustainable monitoring mechanism for e-services.
• Developed monitoring dashboards and evaluated the quality of services to be provided at field administration.
• Coordinated to develop training and workshop plan regarding sensitization of Ministries and field offices for the efficient management of the portals.
• Ensured all the procurement completion of a2i projects as per procurement plan.

1. Enterprise Integrator:
I. Academic Qualifications:
• The incumbent should have minimum Bachelor Degree in Computer Science/Computer Engineering/Information Systems.
II. Years of experience:
• At least total 8 years’ experience of working in analysis, design, development and implementation of web-based enterprise applications and portals in multiple development platforms (i.e. ASP.Net, PHP, JAVA, Python etc.) with different databases including MySQL/ORACLE/SQL Server/NoSQL DB.
• Minimum 3 years’ specific experience in enterprise solution/system architecture design.
• In-depth knowledge of designing Enterprise solutions, large scale Content Management as well as technology understanding on Mobile Apps, APIs and Big Data will be an added advantage.
• Previous working experience with UN agencies or government of Bangladesh will be an added qualification.
2. National Portal Implementation Expert:
I. Academic Qualifications:
• Master’s Degree in Social Science/ Commerce or any other subject or equivalent degree with relevant education background.
II. Experience:
• At least 6 years’ experience in civil service.
• At least 04 years’ working experience in field administration.
• Experience in e-service Implementation.

Aspire to Innovate Programme invites the interested eligible Applicants to indicate their interest in providing the services in accordance with the Terms of References (ToR) provided in RFA. This shall require confirmation through submission of CV and other documents described in the Request for Application (RFA).
Expression of interest shall be submitted by 11:45 am (BST) on 17 July 2022 via email (recruitment@a2i.gov.bd) or hardcopy.

Consultant will be selected following PPA-2006 and PPR-2008. It is expected that the services will commence from August 2022.
