INFORMATION FOR APPLICANT

| Brief Description of Assignment |

The consulting services to be provided by the Project Implementation Support Consultant (PISC) firm will support LGED to deliver the intended project goals. Also, the PISC will have the responsibility to lead innovative and study pilots, capacity development, technology transfer, and their long-term adoption by stakeholders (LGED, beneficiaries, and others) under the project. The consulting team will be led by an international firm and comprise international and national experts. The PISC will be engaged in accordance with ADB’s Procurement Regulations for ADB Borrowers: Goods, Works, Non-consulting and Consulting Services (2017, as amended from time to time). Procurement will also comply with GoB general procurement rules, but in case of any difference, the ADB regulations shall apply. |

It is estimated that the PISC will require about 106 person-months international as well as 2067 person-months national rendered over 64 calendar months from commencement date. The estimated cost is about 119.46 crore BDT (Equivalent $ 13.81 million USD) excluding VAT and IT. The Executing Agency (EA) for the project is LGED under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives. Eligible consulting firms are invited to express their interest in the assignment. The expression of Interest (EOI) must be submitted online through the ADB’s website following the procedures described below.
The EOI must be submitted online using ADB portal on or before 08-07-2022. A consulting firm will be selected in accordance with ADB’s quality and cost based selection (QCBS) set out in the ADB Procurement Policy: Goods, Works, Non-consulting and Consulting Services (2017, as amended from time to time) and Procurement Regulations for ADB Borrowers: Goods, Works, Non-consulting and Consulting Services (2017, as amended from time to time).
