Brief Description of Assignment |

2. Scope of Services: The project will largely benefit from a tailored, well-planned and professionally implemented communications strategy aimed at ensuring that the project interventions are well understood by the Displaced Rohingya Population, host communities, media, government agencies, development partners, national & international NGOs and other stakeholders. The project will motivate the Displaced Rohingya Population to be aware of the project interventions and adopt behaviour change to benefit from these interventions. The communication activities will include awareness messages to the Displaced Rohingya Population (DRP) by the following ways:
? Awareness workshops on environment, climate and disaster risk resilience or mitigation; family planning in line with policy of the Government of Bangladesh; prevention of child abuse, child marriage, gender based violence, sexual harassment, illegal drug trade and trafficking of women & children; adoption of clean energy for cooking which will serve to reduce deforestation for firewood collection in Ukhia Upa Zilla and & Teknaf Upa Zilla;
? Promote project results in local and national media including newspapers, online and Television Channels through press articles, op-ends and one TV channel talk show;
? Printing, distributing and affixing posters & stickers on awareness in Rohingya, Bangla and English languages;
? Holding Cultural Programs. |
Experience, Resources and Delivery Capacity Required |

Interested communication / consulting firms (“Consultants”) must have at least five (5) years of experience in communication strategy design and implementation, including behavioural change communication, media planning, and campaign for high-risk and complex public sector projects and programs. The following specific skills are required:
? Proven experience in the design and implementation of communication strategies and relevant action plans
? Proven experience in developing a complex set of communication materials for a diverse set of target audiences. This will include print and digital media, audio-visual materials, traditional media, youth campaigns, new and social media tools and techniques.
? Experiences in managing media relationship and mobilize news coverage.
? Experience of managing at least two (2) successful nationwide media campaign in last five (5) years.
? In-house availability of adequately experienced human resources like campaign team, media planning team including expert in development communication.
? In-house capability and availability of logistics and other resources like Office setup, staffs etc. to be assigned for services.
? Experience in face to face activities such as workshop, seminar, meetings, events etc.
4. Selection criteria: The consulting firms submitted Expression of Interest (EOI) will be evaluated on the basis of the following evaluation criteria:
? General Experience of the firm,
? Experience in similar assignment of compatible size, complexity and technical speciality in the required area of the firm,
? Financial soundness of the firm and
? Staffing and logistics of the firm. |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of The World Bank Procurement Regulations for IPF Borrowers July 2016, revised November 2017, setting forth the World Banks policy on conflict of interest.
6. Consultants may associate to enhance their qualification but should mention whether the association is in the form of a joint-venture or of sub-consultancy. In the case of an association, all members of such association should have real and well-defined inputs to the assignment and in such association it is preferable to limit the total number of firms including the associates to a maximum of three.
7. The consultant will be selected in accordance with the Consultants Qualification Based Selection (CQS) method set out in The World Bank Procurement Regulations for IPF Borrowers July 2016, revised November 2017.
8. Detailed Terms of Reference (TOR) of the above communication / consulting services and other information are available in EMRCRP website at www.emrcrpbd.org. TOR will also be available upon request from the address given below either through email or in person at EMRCRP, House - 200, Road.- 08, New DOHS, Mohakhali, Dhaka-1206 during office hours on all working days.
9. Emergency Multi-Sector Rohingya Crisis Response Project now invites eligible communication / consulting firms to submit Expression of Interest (EOI) for the above assignment. Interested consulting firms are invited to indicate their interest in providing the services and to provide information and supporting documents indicating that they are qualified to perform the services. Interested consulting firm shall submit their brochures, description of general experience, description of similar assignments, experience in similar conditions, availability of appropriate skilled staff & logistics, proof of financial soundness, legal documents of the firms etc. |
