| Brief Description of Assignment |

Sylhet Gas Fields Limited (SGFL) shall appoint an international Consulting Firm in order to provide the consultancy service for Design, Engineering, Installation, Commissioning & Testing of 1x45 MMSCFD Silicagel Type Gas Process Plant and Associated Facilities on Turnkey Basis at Haripur Gas Field, Chiknagool, Sylhet, Bangladesh under SGFL. During the implementation of this project, the Consulting Firm (Consultant or Expert) shall be engaged on behalf of SGFL in order to monitor and supervise the project activities and to deliver the appropriate suggestions and recommendations for the improvement of the related services and reports.
The Consultants’ responsibilities will include the following activities:
a) Assistance in preparation of Tender Document and Evaluation of Technical Proposals.
b) Check the Basic and Detailed Drawing & Design submitted by the EPC Contractor and Recommendations with Observations.
c) Supervise/Monitor the Erection, Installation, Pre-commissioning, Commissioning, Test run and make Recommendation about Hand over of the Plant with Observations.
To ensure that the assignment will be executed in an efficient and timely manner, the Consultant is expected to include in its project team qualified and experienced personnel. The Consultant will carry out the assignment using modern and up-to date techniques of the petroleum industry and will be expected to have worked extensively with International Petroleum Standards (e.g. DIN, ANSI, ASME). The Consultant will work in close co-operation with Project Director of who will render all counterpart assistance to the Consultant in carrying out the assignment. The consultant will render to SGFL all necessary advice to ensure the successful implementation of the Project. It is understood that SGFL will seek/receive and the Consultant will promptly render/initiate all such advice in time. SGFL will normally act upon the advice of the Consultant. In general the Consultant will keep SGFL informed through Project Director the progress of work particularly with reference to problems that could cause delay in implementation of the project.

The Consulting Firm should be internationally reputed consultancy service provider in oil/gas sector specialized in Gas/Oil process plant for hydrocarbon extraction and production. The required experience and qualification (but not limited to) of the Consulting Firm (and its Consultant) are as follows:
- The Consulting Firm shall have the overall experience a minimum of 15 years.
- The Consulting Firm should have the consultancy service experience in Gas/Oil process plant a minimum of two (2) projects since 2012.
- The Consulting Firm shall have dedicated Experts of following five (5) categories: (1) Process/Chemical Engineer, (2) Welding Inspector, (3) Instrumentation & Control Engineer (4) Mechanical/Erection Engineer and (5) Commissioning Engineer.
- (1) Process/Chemical Engineer, (2) Welding Inspector (3) Instrumentation & Control Engineer (4) Mechanical/Erection Engineer and (5) Commissioning Engineer Experts shall have the related consultancy service experience a minimum of 10 (ten) years and 2 (two) Gas/Oil process plant project since 2012.
- The Consultants should have experience on using the related updated/latest process plant simulation software such as Aspen Hysys, Pipesim, etc.
- The experts should be at least graduate in related subjects.
- The experts should be proficient in reading, writing & speaking English.
- The affiliation with related professional association is required.
Minimum 3 (three) consultants/experts for each category of Process/Chemical Engineer, Welding Inspector, Instrumentation & control Engineer, Mechanical/Erection Engineer and Commissioning Engineer must be proposed. Proposed personnel must have the minimum qualification & experience as stated above.
The experiences (years, no. of projects, name of offices, name of working countries, English language skill etc) and educational qualifications of all categories of Experts and Firm can be shown in a summary table as per following:

The Consulting Firms from all countries, except the countries those have no diplomatic relationship with Bangladesh, are eligible to submit EOI. The interested Consulting Firm should submit the EOI (1 original + 2 copies) on any working day (Sunday to Thursday) between 09:00 and 17:00 hrs BST to the address below before the EOI closing time with the following information and documents indicating their eligibility:
• Background of the Firm with brochures, Certificate of Incorporation, etc.
• Experiences with documentary evidences of the Firm and Experts.
• Curriculum Vitae (CV) of relevant Consultants/Experts duly signed and sealed by the authorized representative of the firm.
• Audited financial reports for the last three years.
• Number of permanent Consultants/Experts of the firm with qualifications.
• Types of major software and equipment used. |

Any Firm having joint venture agreement with other international firm(s) will be taken into consideration. In that case, the Firm should provide a notarized copy of joint venture agreement including scope of services that the other Firm will provide. The EOIs will be opened in presence of the representatives of the participating firms, if any, on 12-07-2022 at 11:15 hrs (BST). In case of any unavoidable circumstances such as strike, civil commotion, natural calamity, govt. declared holiday etc EOIs will be received and opened on the following working day. Upon receipt of EOIs, the interested Firms that are deemed best suited to perform the assignment will be short-listed. Thereafter Request for Proposal (RFP) document will be sent to the short-listed firms. Submitted EOIs/Proposals would be processed following the PPA-2006 & PPR-2008.
