INFORMATION FOR APPLICANT

Brief Description of Assignment : "The objectives of the consulting services are to carry on this OR will overall study and assess the ongoing nutrition promotional activities within the SDPs and community catchment areas of UPHCSDP-II. Within a limited scope i.e. within the relevance of UPHCSDP-II, this assessment will also review some of the existing government and non-government interventions in the field of urban nutrition promotion activities with specific objectives like: (1) Recommending UPHCSDP-II management and other related stakeholders needed updating of their existing policies and programs, (2) Recommending best ways of addressing identified programmatic gaps both on the supply and demand side. (3) Recommending effective and efficient way for implementing integrated and comprehensive urban nutrition services including BCC activities (4) Identifying the Covid-19 impacts and best ways to mitigate adverse impacts on mothers and children. (5) Identify and recommend institutional capacity gaps and their redressing mechanisms including training for various actors and stakeholders. Expected outcome 1. A stronger intervention program would be developed and implemented for improving the nutritional status of the people in the project areas; 2. Service providers and service recipients would be more knowledgeable on the different aspects of nutrition; 3. People will practice a more nutrition oriented life style and feeding habit. Expected outcome 1. The load of hospital service related to cesarean operations would be known; 2. The reason of a high level of cesarean operation conducted in hospitals in Bangladesh would be known; 3. Recommendations would available to reduce unnecessary cesarean operations. 3. Duration and Location of the Services 6 months of duration for this Service Package No: SD-7, Action Oriented Operations Research-1 Firm. Location covered in selected population of selected City Corporation and Paurashava under the Project. "
Experience, Resources and Delivery Capacity Required : "Team composition and qualification requirements for the key experts Principal Investigator: Minimum 12 years relevant professional experiences with relevant MBBS Degree with MPH. PhD in Epidemiology/ Demography/ Health Economics, or Public Health will be given preference.. Co-principal Investigators-I: Minimum 7 years relevant professional experiences with relevant masters’ level degrees in medical / public health, Statistics, Economics or other social sciences, etc. Co-principal Investigators-II: Minimum 7 years relevant professional experiences with relevant masters’ level degrees in medical / public health, with minimum fives years experiences in clinical health research. Statistician-cum-data Analyst: Minimum 7 years relevant professional data analysis / programming experiences with relevant graduate degree in statistics, biostatistics etc. "
Other Details (if applicable) : "A consulting firm will be selected following the consultants Qualifications Selection ((CQS) method in accordance with the procedures set out in the Guidelines on “The Use of Consultants by Asian Development Bank and its Borrowers, March 2013”. The EOIs will be evaluated based on the complete information provided in the Template for Expression of Interest (consulting firms). The firm should include the following information in their experession of interest : (1) The organizations will have to provide evidence, such as a list of all relevant research activities for the past 10 years mentioning the volume of fund and funding agencies; (2) Key experts of the team should provide the following: (i) list of research conducted and (ii) list of publications; (3) Valid trade license/Registration, updated income tax certificate, certificate of VAT, bank solvency certificate and other relevant documents; (4) Availability of appropriate skills among staff, physical facilities, and logistical support; (5) Technical proposal quality including resources requirements and allocation, timelines and operational model; (6) Research firms may associate with other research organization to enhance their qualifications. Associations with foreign firms are encouraged but not mandatory. "
