| Brief Description of Assignment |

1. The Government of the People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) towards the cost of the “Livestock and Dairy Development Project (LDDP)” and intends to apply part of the proceeds towards the payment for consultancy services for Senior Financial Management Specialist (Senior FMS) (National Individual) under LDDP, Package No.: LDDP/S-37B.
2. The main objective of this individual consultancy services (Senior FMS) is the senior financial management arrangements of the project such as : (i) Updated Books of Accounts and Records; (ii) Prepare all reports of IMED and relevant Ministries; (iii) Interim Unaudited Financial Reports (IUFR); (iv) Reconciliation of Bank, imprest/advance accounts; (v) Annual Project Financial Statement; (vi) Memorandum on internal and external audit observations; (vii) Budgeting; (viii) Fund flows; (xi) Assisting STEP and other concern systemic procedure as per WB requirement ; (x) External audit based on statement of audit needs agreed with Comptroller and Auditor General (CAG) of Bangladesh. 3. The qualification and experience requirement of the Senior FMS are described as below:
(A) Qualification requirement:
Academic: Minimum M. Com/ MBA in Accounting/ Finance and related subjects.
Professional: Associate or member of a Professional Accountancy Organization (PAO) recognized by the International Federation of Accountants (IFAC) will be an advantage. A member of Bangladesh Civil Service (BCS) Audit and Accounts cadre /State Owned Enterprise/Autonomous Bodies/Regulators is preferable
(B) Experience requirement:
• Minimum 10 years work experience of which at least 3 years in a managerial/team lead position in financial management in government, autonomous or semi-autonomous government agency;
• Fifteen (15) years’ experiences in the relevant field will be an added advantage;
• Proven track record of using the Integrated Budget and Accounting System (iBAS++) is mandatory;
• Knowledge of using e-GP system;
• Preferably Budget Management Specialist (BMS) Course offered by Bangladesh Institute of Public Finance (IPF);
• Comprehensive knowledge and understanding of Government Financial Rules (GFR) and donor-fund requirements;
• At least 2 years ‘Practical experience in handling development projects;
• High level of proficiency in written and spoken English and report writing; and
• Proficient in use of MS Word, Excel, Power Point
4. The duration of the assignment is 18 (Eighteen) months. However, the duration (Contract) may be increased or reduced based on the performance of the Consultant or the requirement of the Project.

5. The selection will be done following the method of Individual Consultant Selection procedure in accordance with the World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 and Revised November 2017.
6. LDDP now invites Expression of Interest from the eligible Applicants to indicate their interest to provide the services. Applicants will submit detailed CV mentioning their qualifications and experiences to indicate that they are qualified to perform the services.
7. Expression of Interest shall be submitted one (1) hard copy and one (1) soft copy (MS Word format in CD or DVD or Flash Drive) by June 13, 2022, up to 03.00 p.m. in a sealed envelope to the address- Project Director, Livestock and Dairy Development Project, Pranisampad Bhaban-2, 6th Floor (Room # 703), Department of Livestock Services, Krishi Khamar Sarak, Farmgate, Dhaka-1215. The sealed envelope shall be clearly marked that “Application for Senior FMS (National Individual), Package No.: LDDP/S-37B.”
8. The Authority reserves the right to accept or reject any or all EOIs.
