REQUEST FOR EXPRESSIONS OF INTEREST (RE-INVITATION)
HEALTH, LABOUR AND SAFETY EXPERT (NATIONAL)
(INDIVIDUAL CONSULTANT) REFERENCE: SP-03K
The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah- Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of Health, Labour and Safety Expert (National). The core tasks of Health, Labour and Safety Expert are:
a) Support and recommend the PIU to ensure on all Environment, Health and Safety (EHS) requirements related to upgradation of the Jhenaidah-Jashore National Highway.
b) Assist and recommend the PIU in taking all measures related to Occupational Health and Safety (OHS) issues to implement the project.
c) Support the PIU in handling labour issues and ensure all labour management requirements to implement the project.
d) Check all associated reports, data, procedure as instructed by PIU.
e) Ensure that all EHS, OHS and labour related risk-impacts and their mitigation measures are conducted in accordance with GOB and World banks policies (Environment and Social Framework) but at the same time supports timely implementation of the project.
The details of tasks (‘services’) to be performed by the Individual ‘Health, Labour and Safety Expert’ are delineated in Terms of Reference (TOR) which is available at RHD website: www.rhd.gov.bd or can be obtained at the address given at the letter head. Expected date for commencement of the services is September 2022. The indicative duration of the consultancy services shall be 36 (Thirty-Six) months. Roads and Highways Department (RHD) now invites eligible Individual to indicate their interest in providing the Consultancy Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as depicted in TOR.

The minimum qualifications and experiences requirements are as following (shortlisting criteria):
a) Post-graduate degree in Environmental and/or social Science/ Management or equivalent qualification in a related field. National accreditation on Environment Impact Assessment (EIA) or EHS will be given preference and relevant training on legal/ statutory requirements on environment, health and safety perspective for similar large infrastructure projects.
b) At least 8 (Eight) years of Experience in the area of environmental management or impact assessment, including environment, health and safety (EHS) management in particular with road construction or infrastructure projects.
c) Experience in design or implementation of EHS at large-scale road or infrastructure project.
d) Experience in managing labour component (including Occupational Health & Safety) for project implementation of large-scale road or infrastructure projects.
e) Experience in donor funded road or infrastructure projects

The attention of interested Individual Consultant is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” setting forth the World Bank's policy on conflict of interest. An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
