Brief Description of Assignment |

Hiring A Non-Government Organization/Firm for Procurement of LARC & PM Services in Hard to Reach and low performing Area by Roving Team through outsourcing in 13 Hard-to-Reach districts namely Sunamganj, Sirajgonj, Chattogram, Bandarban, Noakhali, Bhola, Patuakhali, Netrokona, Jamalpur, Habiganj, Brahmanbaria, Khagrachari and Rangamati. The project duration is 13 months.
A term of references (TOR) can be collected from the undersigned office during office hour. |
Experience, Resources and Delivery Capacity Required |

Required experiences of the firm/organization
At least 10 years proven experience of LARC&PM services both in national and global scale; (b) At least 7 years of similar experience to operate roving teams for LARC&PM services in Hard-to-Reach and lagging areas; (c) Capability of providing training to roving team, e.g., basic and refresher training as per need. The trainings for examples are LARC&PM, infection prevention, counseling, pain management, vocal local, medical emergency management etc.; (d) Having 7 years of experience of providing LARC&PM within government delivery mechanism to complement national targets; (e) At least 7 years of experience to enhance demand side for LARC&PM in collaboration with district family planning authorities and Family Welfare Assistants; (f) The organization must have independent clinical quality assurance team in place, capable of providing clinical audits and competency assessment of providers for LARC&PM aligned with national guideline and checklist; (g) Strong team management in place to serve monitoring, target achievement, liaison with DGFP and report generation.; (h) The organization must have NGOAB registration and internal and external financial audit mechanism; (i) The organizational last five years average annual performance for LARC&PM is at least 0.20 million.
The Clinical Contraception Service Delivery Program (CCSDP), Directorate General of Family Planning (DGFP) under Medical Education & Family Welfare Division of Ministry of Health and Family Welfare now invites eligible firms/organizations to indicate the interest in providing the services. Interested firms/organizations are invited to provide information indicating that they are qualified to perform the services. This shall require substantiation through submission of documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant’s staff, resources, logistic capability etc. to carry out the assignment. Short-Listed firms/organizations will be selected upon evaluation of Submitted EOIs of the eligible applicants and The Request for Proposal (RFP) document will be issued in their favor. The Firm will be selected using Fixed Budget Selection (FBS) method in accordance with the PPA-2006 and PPR-2008. The firm also requested to submit below documents along with their EOIs:
• Concept paper (max. two pages)
• Budget breakdown
• Annual organizational report
• NGOAB registration certificate
• Annual audit report (min. 3 yrs.) |
