| Brief Description of Assignment |
: |
The following points describe the scope of ‘Development of Bangla Virtual Private Assistant (SD20)’ in brief:
1. The goal of this assignment is development of Bangla virtual Private assistant which will cover four main use cases such as a. Regular Interaction: device control by Bangla voice command, b. Regular Interaction: Bangla Conversational AI assistant, c. Information retrival throuh user query (verbal or textual) from a native repository regarding 10 Bangladeshi government services d. Information retrival throuh user query (verbal or textual) from an external repository regarding other fuctions.
2. To develop the solution the vendor has to build some datasets such as Bangla conversation dataset (regular and service-specefic), Dedicated Dataset for STT-TTS, Dataset for Language models etc.
3. The vendor has to create an ecosystem to crawl and aggregating service-related data from web into indexed repository, admin dashboard for management and data processing.
4. The vendor will give support PE to Coordiante with govt steakholders.
5. The integrated service should be available for IOS, Android and Windows.
6. The bidder has to ensure sufficient amount of high and mid-level relevant human resources. The human resource will work under the supervision of the client. Moreover, the bidder has to supply necessary logistics to the development team such as furniture, devices, software, subscriptions and dedicated office-space near to client office.
7. The duration of the development time is 18 months. Maintaince period will be counted for 1 year.
Interested firms are invited to provide information indicating that they are qualified to perform the services as mentioned in the serial number 17. A shortlist of firms will be prepared upon evaluation of Re-EoIs of the eligible firms and "Request for Proposal documents will be issued in their favor. It is expected that the services will commence on July 2022. |
| Experience, Resources and Delivery Capacity Required |

The firms must havel adequate technical ability, resources, and processes. As such, following are defined as minimurn eligibility criteria:
1. The firm should have experience in development of Virtual assistant and conversational agent related product.
2. The firm must have sufficiant human resources (in high and medium levels) having experiences in developing Virtual assistant and conversational agent, ML expert and develop software for all major platforms (e.g., Windows , Mac, Linux, android, Web appliction).
3. The firm has to demonstrate its logistical capability, ie, well-equipped office space in Dhaka with necessary facilities;
4. The firm must have the sufficient amount of liquid assets, ie, working capital or credit line(s) supported by competent documents,
5. The firm must have update-audit-report of previous 5 years. The firm must have submitted yearly turnover report documents; The firm must have valid up-to-date trade license, income tax and VAT certificates;
6. JVCA is allowed as per PPA-2006 & PPR-2008; But all the fims must be Bangladeshi firm. |

• Interested firms shall obtain further information from the Project Office from 10:00 AM to 4:30 PM in any working day before the closing date. Firms shall have to submit 2(Two) copies of Eols (with a soft copy in a CD) and forwarding letter in a sealed envelope labeled with "EOI for Development of Bangla Virtual Private Assistant (SD20) to the following address.
