INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The consulting services include; Preparation of tender specifications and documents, BOQ, Finalization of design and specifications of the vessels, Cost estimation (Item Wise), Scrutinizing of drawing, design and specification of the received offers, contract document preparation, construction supervision, Assist in test trial and acceptance of the service vessels (Tug boat, Pilot Mother vessel, Survey and Research vessel, Search and Rescue Vessel, Buoy Laying vessel) for Mongla Port Authority.
The consulting service also include:
1. To review the design & drawing submitted by builder to ensure owner’s specific requirement of proven design of vessels and finalization of all drawings of construction and provide confirmation.
2. To review drawings approved by classification Society to assure quality of all type of workmanship & services required for construction, fabrication, erection, installation to build the vessels.
3. To review specification, quality of works, origin of all materials, equipments, systems, appliances, supplies, required to construct vessel.
4. Supervision and monitoring of construction of the service vessels and accessories from commencement date until completion.
5. To check detail specifications, origin of all machineries to be installed on board including main, auxiliary engine, all kinds of pumps, hydraulic system etc.
6. To check detail specifications, origin of all equipment including dock equipment, engine room equipment, bridge equipment, Navigation equipment, firefighting equipment, galley equipment etc.
7. To check detail description of all type of systems including steering system, electrical system, control system, cooling system, fire-fighting system, bilge-ballast system, fresh & sea water system, ventilation system, fuel-oil system, exhaust system etc.
8. To check detail description of all type of appliances including electrical appliances, life- saving appliances, accommodation appliances etc.
9. To check detail description of all communication equipments & maintenance tools.
10. To ensure construction and installation works in accordance with the contract agreement.
11. Submission of progress report regularly.
12. To monitor the launching of the vessels following standard launching procedure.
13. To carry out tests, trials & supervision of vessels.
14. Assist in acceptance of the service vessels and other accessories.
15. The consultant shall also require performing any other related jobs as may be necessary to complete the assignment as mentioned above in this part.
16. To prepare a very effective and realistic work schedule of the project considering the duration of the project for each vessel separately with every detail works.
17. To prepare forecast of the progress of the project regularly with a view to determine whether the authority is on appropriate time track or not. If not, the consultant should provide a specific guide line to recover the delay.
18. To prepare list of documents, drawings, manual, reference books etc which may require to construct, operate and maintain the vessels.
The consultancy services should maintain liaison with MPA and other related agencies and for this the firm should keep posted at least one engineer (at their own office) at Mongla during office days. The consultancy services will provide a clear guideline about the warranty of the vessels, proper maintenance and spare parts collections (Individual vessel data). |
Experience, Resources and Delivery Capacity Required |

Interested Consulting firms are invited to provide information indicating that they are qualified to perform consulting Services.
Evaluation of EOI will be done on the basis of brochure of firms, description of similar assignments and experiences, capacity and qualification of the firm, availability of appropriate qualified professionals, adequate resources and experience among staff, etc.
Interested consulting firms are required to submit the following documents complete in all respects with one original and one copy:
1. Application for Expression of Interest;
2. Registration/ Certificate of Incorporation of firm/organization;
3. Updated Trade license;
4. Income Tax Return Certificate of last FY;
5. TIN certificate;
6. VAT registration certificate;
7. Age of firm/organization (Minimum 10 years);
8. Brochures & Company Profile;
9. Experience to scrutinize the design, drawing, documents and supervise construction of self-propelled class vessel within the last 05 (five) years (minimum 03 nos.);
10. Details of all ongoing task & time period for completion of each work (if any);
11. Experienced & Professional manpower for each area including professional staff with experience of drawing, design, construction supervision, test trials and classifications society requirements are considered for this assignment;
12. Availability of resources (Manpower, equipment, software etc.);
13. The minimum amount of liquid asset or working capital or credit facility shall be Tk. 300.00 lakh. (Statement/ Certificate must be current one.)
14. Letter of Intent/association, memorandum of understanding/ agreements and valid documents have to be submitted if jointly applied.

Any intended consulting firm/organization may form association/joint venture with local and foreign consulting firm/organization to enhance their qualifications to submit a single proposal for undertaking this assignment. No firm/organization should form association/Joint Venture with more than one firm/organization. |
