| Brief Description of Assignment |

Sylhet Gas Fields Limited (SGFL) plans to carry out EIA for the project of “Drilling of well no. Kailashtila-8 (Exploratory well)”, “Drilling of well no. Sylhet-10 (Exploratory well)”, “3D seismic survey at Beanibazar Field” and “3D seismic survey at relinquished area of acreage block-13&14”. The Project-1 area is located at Golapganj, Sylhet. The Project-2 area is located at Goainghat, Sylhet. The Project-3 area (191 sq. km) is located at Beanibazar, Sylhet. The Project-4 area (865 sq. km) is located at Jaintapur & Zakiganj of Sylhet district and Kulaura & Kamalganj of Moulvibazar district. The brief ToR (but not limited to) of the EIA include the following:
a) Executive summary, Introduction, Legislative/Regulations
b) Project details, Baseline condition, Socio-economic environment
c) Potential impacts and Mitigation plans
d) Management Plan/Procedures, Stakeholder consultation
e) Beneficial impacts
f) Conclusion and recommendation
g) Obtain the environmental clearance certificate from the DoE, GoB
h) Others (as required).
The Consulting Firm shall submit project basis (Project-1, Project-2, Project-3 & Project-4) information in a single proposal.

| Experience, Resources and Delivery Capacity Required |

The Consulting Firm should have experience in providing consultancy services for EIA related to gas well drilling and/or seismic survey projects. Using state-of-the-art technology, the Consulting Firm shall have their own personnel and equipment to conduct the EIA following GoB guidelines. The Consulting Firm should have dedicated (i) Environmental Scientist / Engineer, (ii) Socio-Economist, (iii) Safety / HSE (Health, Safety and Environment) Expert, (iv) RS (Remote Sensing) & GIS (Geographic Information System) Expert and (v) Team Leader. The Consulting Firm will have to use their own processing and testing facility and software for conducting this project
The interested Consulting Firm requires submitting the EOI proposal (hardcopy) in English language inclusive all supporting documents (3 copies) with a letter of submission should clearly indicate as the subject: “Expression of Interest” and name: “Environmental Impact Assessment (EIA) study for the project of “Drilling of well no. Kailashtilla-8”, “Drilling of well no. Sylhet-10”, “3D seismic survey at Beanibazar Field” and “3D seismic survey at Relinquished area of acreage Block-13&14” under Sylhet Gas Fields Limited (SGFL)” on any working day (Sunday to Thursday) between 09:00-17:00 hrs to the address below before the EOI closing time with the following information indicating their eligibility:
- Consulting Firms of Bangladesh are eligible to submit EOI.
- The Firm should be registered for consultancy services with valid/legal/license documents.
- Background of the Firm with brochures, etc.
- The Consulting Firm shall have the EIA service experience a minimum 3 projects in last 10 years.
- The Consulting Firm shall have the EIA service experience a minimum 1 oil/gas project in last 7 years.
- The Experts shall have a minimum of Bachelor Degree in related subject.
- The individual Consultants (Environmental Scientist/ Engineer, Economist, HSE Expert, GIS Expert & Team Leader) should have the related EIA service experience a minimum 3 projects (minimum 1 project in oil/gas industry) in last 10 years.
- Experiences (general, drilling, seismic) of the Firm and Experts need to be provided.
- Documents in favor of experiences (Firm & Experts)
- Curriculum Vitae (CV) of relevant Experts
- Audited financial reports for the last two years
- Number of permanent key professional employees with qualifications
- Types of major software and equipment to be used
- The firm should have a good track record in consultancy services for EIA.
The experiences (no. of projects, years of service etc) and educational qualifications of all categories of Consultants and Firm can be shown in a summary table.

Any Firm having joint venture agreement with other international firm will be taken into consideration. In that case, the Firm should provide the copy of joint venture agreement including scope of services that the other Firm will provide.
EOI proposals will be opened in presence of the representatives of the participating firms, if any, on 28/06/2020 at 12.15 hrs (BST).
In case of any unavoidable circumstances such as strike, civil commotion, govt. declared holiday etc. EOI proposals will be received and opened on the following working day. Upon receipt of EOI proposals, the interested Firms that are deemed best suited to perform the assignment will be short-listed. Thereafter Request for Proposal (RFP) document will be sent to the short-listed firms. This tender will be processed following the GoB rules and regulations (i.e., PPR-2008, PPA-2006).
No need to pay for EOI document.
