INFORMATION FOR APPLICANT

Brief Description of Assignment : Grievance Redress Expert will be appointed and attached with the Project Management Unit (PMU) of DoF for the SCMFP at its headquarters and s/he will lead to develop the strategy of grievance redressing to be followed by the project and co-ordinate and supervise to design appropriate Grievance Redress Mechanism(GRM) method and operational structure and reporting mechanism following the requirements of the ESMF, RPF and SECDF adopted for the project in compliance with the national legal framework and the relevant World Bank operational policy and guidelines. During the tenure, s/he will also be responsible to monitor the efficacy of the system and the incumbent will also design and establish similar GRM structure for the Department of Fisheries (DOF) for addressing grievances and conflict resolution following the compliance of the government system. The expert will take support from other PMU members including IT specialist to operationalize the web based GRM system and link it to the ministry’s own GRM system. The expert will assist the Corporate GRM focal point of DoF and that of the PMU as assigned and authorized by DOF and help operate grievance redress committees (GRC) at local, regional and headquarters level. He/she will also provide support to Environmental and Social Safeguards Expert (ESSE) and advice ESIA consultant (Firm)for inputs in the GRM and the activities for management of grievances in ESMP. The expert will also lead the monitoring of implementation and supervision of the GRM activities in site selection, design and implementation physical works and targeting beneficiaries under the project. The Grievance Redress Expert will function under the Social, Environment and Communication Committee (SECC) of the PMU led by the Environmental and Social Safeguards Expert individual consultant. In order to effectively manage the ESIA process and ESMP implementation, DoF has already established a Social, Environment and Communication Committee (SECC) and made operational for the project. Grievance Redress Expert will be a member of the SECC, and will perform all his tasks in coordination of the Chairman of the committee (DD-Admin, DoF) and other members. Other members of the SECC will be Environmental and Social Safeguard Expert, Gender Development Expert, Community Development and Mobilization Specialist, Communication Specialist and relevant DoF officials of HQ and regional offices. The Grievance Redress Expert will be responsible to work with project beneficiaries and local communities to ensure hearing the voices of the communities irrespective of their social, gender and ethnic status and identity. The Grievance Redress Expert will be responsible to help PMU in proper implementation of the project ESMF for inclusive participation, transparency and accountability covering, but not limited to, the following tasks: 1) Review the existing Grievance Redress Mechanism (GRM) structure and the supporting legal framework of the government, ministry and the department and help PMU to institutionally internalize the GRM based on project ESMF, RPF and SECDF in view of the relevant national legal framework and safeguards policy requirements of the World Bank; 2) Identify scope and areas of application of the GRM in view of the ESMF, the RPF and the SECDF in project process including responsibility of the PMU; 3) Develop strategy for the grievance redress mechanism for the project; 4) Co-ordinate and supervise to design appropriate GRM method and operational structure and reporting mechanism; 5) Develop a GRM framework for the feedback and address the grievances; 6) Propose a plan to continuously improve GRM and communicate the final GR M to stakeholders under the SCMFP; 7) Assess existing formal & informal feedback and grievance redress mechanisms at local and national level considering the project aspects; 8) Identify current project strengths and capacity gaps for grievance resolution; 9) Design and establish similar GRM structure for the Department of Fisheries (DOF) for addressing grievances and conflict resolution; 10) Responsible for providing a professional service always, whilst investigating and resolving complaints received; 11) Monitor complaints are processed in a timely and accurate manner in accordance with the WB documented complaints process and procedure; 12) Make and maintain appropriate records of all investigations and upload them as applicable in the DoF official website under the project link; 13) Build and maintain a positive relationship with beneficiaries and analyse all required information to investigate the case to determine the underlying needs of the complainants; 14) Provide guidance and training to project, SECC members and DOF staff on stakeholder engagement and grievances redress management; 15) Maintain and develop awareness dissemination tools concerning the complaint handling practices; 16) Perform in line with the national legal and policy requirements and the World Bank guidance to ensure that any queries are dealt with in an effective and positive manner; 17) Assist DoF in policy updates as required; 18) Receive record, classify, and report the grievances to the Grievance Committees and ensure citizen engagement and Any other task assigned by the Project Director/ Project Management /SECC as and when required.
Experience, Resources and Delivery Capacity Required : (i) Required qualifications: ? Master’s Degree in law or in Social Science/Fisheries/ Marine Science/ Aquatic Resource Development/ Anthropology/ Journalism and communication/ or any other social sciences; ? Minimum 10 years progressive work experience in development project management including social and environmental safeguard and/or GRM related activities in GoB and donor funded development projects; ? Knowledge of GoB policies, acts, rules and regulations relevant to fisheries, environment, agriculture, land acquisition and social Safety Net aspects; ? Knowledge on World Bank’s Operation Policy (OP) and Bank Procedures (BP) relevant to environmental and social screening and safeguard measures; ? Strong analytical skills with ability to analyze social and environmental data, and policy implications on livelihoods of poor and vulnerable groups; ? Proven experience in formulating, assessing, and reviewing environmental and social safeguards compliance documents; (ii) Preferred qualifications ? Previous experience in developing and/or implementing Grievance Redress Mechanism (GRM) and strategies for organizations or projects; ? Very good inter-personal skills and demonstrated ability to engage and work with local communities; ? Proven ability in communication and networking, negotiations and mediation ? Work experience with environment, livelihood, Alternative Income Generating Activities (AIGA), and compliance to relevant safeguard measures in GoB/ donor funded projects; ? Excellent working knowledge of English & Proficiency in computer application and information technology; ? Experience in carrying out stakeholder consultations and organizing environmental and social safeguards training workshops/seminars. ? Experience in relevant field with IDA funded project will be an advantage;
Other Details (if applicable) : 4. The duration of the contract will be 24 months. However, the duration of the assignment may be increased or reduced according to the availability of the consultant, project needs and budget. 5.
