| Brief Description of Assignment |
: |
Scope of service includes but not limited to the following:
(a) Up-gradation of Existing SSWIM & HSWIM System at Batholi,
Manikgonj to Modern Electronics/ Computerized On-line real time
multi-station weight monitoring system establishing link with BRTA
database using radio frequency identification (RFID) system by:
(i) Supply and Installation of two additional IRD,Canada/Esit,Turkey(VaaaN) or equivalent European Manufactured SSWIM scales and repair of two existing IRD SSWIM scale,
(ii) Supply and Installation of 4 set IRD,Canada/Esit,Turkey(VaaaN) or equivalent European Manufactured Portable Weigh Scales, 2 sets at Goloria on Manikgonj- Hemayetpur Highway & 2 sets at suitable location on Goloria-Kalampur Highway.
(iii) Plaza Equipment and Synchronization of all new supplied SSWIM, HSWIM, Portable Weigh Scale with existing IRD WIM station & existing IRD central server system.
(c) Operation & Maintenance (O &M) of Modern Electronics/ Computerized On-line real time multi-station weigh monitoring system (SSWIM, HSWIM & Portable WIM) including web based Live Video & real time data Monitoring system of Weigh Scale Station at Bathuli, Manikgonj, Dhaka for 3(Three) years.;
(d) Ensure Total Backup Support round the clock including all required spare parts, hardware and software of existing WIM;
(e) Weigh Scale Management System (WIM) shall be guided by “Motor Vehicles Axel Load Control Station Operation Policy - 2012” and latest Government order/policy.
(f) Operation & Maintenance of Centralized Weigh Scale Management System (WIM) using Oracle 11g/12c database which content

(h) Auto Generated penalty amount receipt system on the basis of Govt. rules
(i) Monitoring of Daily, monthly, yearly reporting system & Report will auto transfer to concern RHD office
(j) Total Overloaded Vehicle record with number of axle report,
(k) Axle wise Individual and total weight counting
(l) Customize reporting according to client requirement
(m) Auto Signaling System
(n) Automatic Software based Barrier Gate controlling system
(o) Automatic Digital Weight Display with penalty amount
(p) Auto Printed/Generated payment receipts
(q) Web Based Live Video & real time data Monitoring system.
(r) Ensure Traffic Management, Safety and Security support within the project area;
(s) Upgrading works of existing system including testing and commissioning work of weigh scale system.
(t) Maintenance of existing weigh scale station.
(u) Supply of all type’s toiletries, stationeries, cookeries etc for weigh scale station;
(v) Networking with the Bank for Auto Data Transfer of Collected Penalties;
(w) Insurances;
(x) Institutional operational Training in Equipment Manufacturing company-IRD,Canada/Esit,Turkey(VaaaN)/ Europe for 8 Person 7 Days training.
(y) In future, for any additional Weigh Scale lane- SSWIM or HSWIM, apart from existing 2(Two) lanes, that needs to be synchronized with the existing WIM system. |
| Experience, Resources and Delivery Capacity Required |

1. Experience of the Firm in similar assignment Completed/ongoing successfully as follows;
a. Service provider must have experience certificate for Supply, installation, commissioning and Operation & Maintenance(O&M) of axle load control station (SSWIM & HSWIM) with minimum contract value of BDT 08(Eight) crore in a single contract completed over a period of last 10(ten) years.
b. In the experience as sought above if from outside Bangladesh, the experience certificate and the tenderer shall have to be authenticated by his/her Embassy/high commission Office. In case the language of the experience certificate is not English or Bengali, then the certificates must be translated in English and the translated copy should also be authenticated by his/her Embassy/high commission Office and submitted along with the tender.
c. Background of the firm with general experience of minimum 10 (Ten) years in WIM (Weigh in Motion) operation & maintenance related works by Authentic Documents & overall experience in/c company’s brochure.
d. Service Provider must have experience certificate for smooth operation & maintenance of similar web based Electronic/Computerized real time video & real time data for SSWIM & HSWIM monitoring system of axle load control station project.
e. Service provider must have a similar current/ongoing contract SSWIM & HSWIM project
f. Service provider must have a valid maintenance contract with existing and new supplied WIM equipment manufacturer for smooth operation and maintenance.
g. Local-agency/Partnership/distributorship/Authorized Representative certificate for Bangladeshi Market, for the existing Weigh in Motion (WIM) equipment supply, up- gradation, synchronization installation at Bathuli, Manikgonj, Dhaka axle load control station Project is required.
2. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in existing WIM Operation & Maintenance works) and availability of the resources & demonstration capacity to carry out such assignment;
3. Financial capability & administrative/Managerial strength;
a. Average annual turnover shall be greater than BDT5.00 (Five) crore of the best 03 (three) years in the last 5 (five) years including audit report;
b. The minimum amount of liquid assets or working capital or credit lines facilities shall be BDT 3.00 (Three) crore.
N.B.- In case of credit from bank, the document shall clearly mention the name of the work & tender reference number.
c. Company’s incorporation certificate, Trade license, VAT registration certificate, IT certificate and administrative/ managerial structure with company’s organogram with list of staff.
N.B- All Certificates shall be issued by concerned/Competent authority not below the rank of Executive Engineer or Equivalent. |
