INFORMATION FOR APPLICANT

Brief Description of Assignment |

2. The consulting services (“the Services”) mainly include the following:
i) “Quality Assurance” – to support IPFF II Project Cell, BB for preparation and quality assurance of Environmental & Social risk assessment and management instruments:
a) Conduct initial review of the E&S assessment studies and management plans submitted for review to IPFF II Project Cell, BB and provide qualified technical opinion on the completeness and adequacy of the instruments, in line with World Bank/ IFC Performance Standards;
b) Review detailed ToRs for E&S risks and impact assessment (prepared by project sponsors) for specific projects proposed for IPFF II financing and assist Participating Financial Institutions (PFIs) and project sponsors in identifying qualified technical expertise to conduct E&S assessments (both local and international);
c) Evaluate quality of final ESIAs, ESMPs, project sponsor ESMS, ESAPs, and other instruments and recommend clearance to the IPFF II E&S Technical Committee.
ii) “Technical Capacity Building”- evaluating and taking concrete steps to increase available Environmental & Social technical capacity in Bangladesh:
a) Conduct a rapid assessment study of the current level of technical capacity in Bangladesh for undertaking E&S assessment against international standards, and more specifically, World Bank/ IFC Performance Standards including a survey of E&S firms providing such services in Bangladesh.
b) Prepare and conduct E&S training program, based on the plan identified in the study. This training program must be approved by IPFF II Project Cell, BB and shall include: (a) developing a 2–3 year training plan (with an intensive phase in year 1 and ongoing training in years 2 and 3); (b) preparation of training materials; and (c) delivery of training.

3. The firm would require to provide services initially for one year which could be extended further if needed.

5. The IPFF II Project Cell, BB now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
a) General experience of the Firm(s);
b) Experience in similar assignments and similar operating conditions;
c) Financial soundness of the firm; and
d) Staffing and logistics of the firm.
6. Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria:
(a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) Service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc.).
7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
9. A firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method [International] set out in the World Bank’s Procurement Guidelines.

11. Expression of Interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 22.03.2018. Hard copy is preferable.
12. The procuring entity reserves the right to accept or reject any or all of the EOI or annul the EOI process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected applicant(s).
