| Brief Description of Assignment |

The proposed project is of national significance and plays a vital role in achieving the goals of the Fourth Industrial Revolution (4IR). It aims to enhance the skills of ICT-knowledgeable youth through Artificial Intelligence (AI) training across 64 districts, where 9,600 participants will receive Basic AI Training, and 1,600 selected participants will receive Advanced AI Training.
The key scope of this service assignment is to conduct AI based training at District level. All basic level and advance level training will reflect the project objective and outcome.

| Experience, Resources and Delivery Capacity Required |

Given the importance and technical complexity of this initiative, the bidder must possess a strong technical background, and sufficient operational capacity to execute and sustain the project without interruption. Applicants must demonstrate adequate technical expertise, financial resources, and organizational processes to undertake this assignment effectively.
Accordingly, the following are defined as the minimum eligibility criteria, and supporting documents must be submitted in the order listed below.
1. The firm/Company/institution must have at least 3 (three) years of experience in providing training related to Artificial Intelligence (AI) and advanced technologies or ICT-related training programs.
2. The firm/Company/institution must have its own office/training center (Legal documents must be submitted) with well-equipped computer labs. Each lab consists of at least 26 PC’s, 1 projector, power supply and uninterrupted internet facilities and other suitable infrastructure in required district. The Pictures of labs for each district should be attached.
3. The applicant must submit three (03) work completion certificates from similar assignments completed within the last three (03) years, at least one (01) of which must have a project value of BDT 03.00 (Three) crore or more, and the total cumulative value of all submitted projects must be at least BDT 05.00 crore.
4. The shortlisted Training Firm/Consulting Firm/Institute/STP must commit, through a written undertaking, to ensuring employment for at least 60% of the skilled trainees.
5. The institution must have up to date Trade License, TIN, Tax Return Certificate and BIN Certificate. Must have at least 03 (three) years of Audit report (with DVC).
6. The applicant must have a minimum annual turnover of BDT 02.00 (Two) crore (The best for 02 (two) of the last 03 (Three) years.
7. Applicant have to submit original copy of liquid assets at least 05.00 (Five) Crore to conduct training activities effectively for each package.
A short list of firms will be prepared upon evaluation of EOI of the eligible applicant and a ‘request for Proposal (RFP)’ documents will be issued in their favor. Firm will be selected using the Quality and Cost Based Selection (QCBS) methods as per Public Procurement Act (PPA-2006) and Public Procurement Rules (PPR-2025). |
