INFORMATION FOR APPLICANT

Brief Description of Assignment : The M&E Specialist will be responsible for providing quality support for all MEAL activities under direct supervision of the Project Director. The following are the major duties and responsibilities of the designated post: a. Develop MEAL strategy, framework, action plan and tools for monitoring and evaluations that is aligned with MCBP M&E framework and meet World Bank MEAL policy and procedures and MoWCA requirements. b. Plan and budget appropriately for quality MEAL activities, ensure efficient use of project resources. c. Integrate MEAL arrangements with Project Management Information System (MIS) and ensure alignment with the Environmental and Social Commitment Plan (ESCP) and relevant safeguards. d. Assess the quality, adequacy, and efficiency of the field level supervision activities of the Project and take remedial measures e. Ensure data quality, integrity, and confidentiality, especially when handling sensitive beneficiary information. f. Conduct data analysis, reflection and interpretation using MEAL and MIS data to assess progress, identify bottlenecks, and recommend corrective actions. g. Promote knowledge management and help program teams understand indicators, data collection tools, and performance measurements. h. Facilitate knowledge sharing and learning events, including workshops and dissemination of best practices. i. Advise on adaptive management strategies based on M&E findings, including mid-term corrections to Project implementation. j. Identify performance gaps and training opportunities for project staff and recommend training and technical assistance. k. Track the indicators of Environment and Social Management Framework (ESMF) and report routinely to the Project Director. l. Prepare regular monitoring reports (monthly, quarterly, annual) including documentation of any issues regarding Grievance Redressal Mechanism (GRM), Stakeholder Engagement & Labour Issues and provide required input into Project reports required by management and the World Bank. m. Oversee work of M&E firm conducting spot checks of MCBP in selected locations, review and provide feedback on their deliverables. n. Monitor and report on any accident/incident, GBV, SEA/SH related complaints or issues to the Project Director (PD) and assist the PD to follow the proper guidelines to inform the World Bank and prepare mitigation measures according to Incident response and reporting to World Bank will adhere to the Environment and Social Incident Response Toolkit Guidance 2023. o. Coordinate with any firm assigned to carry out operational review/spot checks to monitor compliance of project implementation to the ESCP. p. Maintain proper coordination with MCBP PIU, Department, Ministry, WB & other relevant departments or organizations; and q. Perform any other tasks required by the Project Director or MoWCA management.
Experience, Resources and Delivery Capacity Required : • Post-graduate degree in Sociology, Social Welfare, Economics, Public Health, Statistics or any other equivalent discipline from a reputed university in Bangladesh or abroad; • At least 10 years of progressively professional experience in project/program monitoring and evaluation in Bangladesh or any other developing country including a minimum of 5 years’ experience as M&E specialist in large scale government or donor-funded project/program; • Previous experience of working with maternal and child health, nutrition and development program is desired. • Proven ability to lead quantitative and qualitative research and reporting with large and complex data. • Familiarity with Bangladesh Government process and procedures; • Proven experience in participatory processes and data collection methods; • Proven experience in use of qualitative and quantitative software for data analysis; • Proven experience with mobile data collection platforms such as CommCcare, Ona, Kobo Toolbox; • Proven experience with conducting data analysis, reflection, translation and interpretation of data to assess progress, identify bottlenecks, and recommend strategic and policy actions; • Skills in GIS systems (such as Arc GIS, QGIS) and database management (DBMS)/MIS would be an advantage; • Substantial experience in capacity development, training, advising, coaching and mentoring; • Proven understanding of data protection and confidentiality as part of data collection and management practices, and ability to respect and maintain confidentiality; • Excellent written and verbal in Bangla and English writing and reporting.
